Maxime Michelet attire l'attention de Mme la ministre de l'agriculture, de l'agro-alimentaire et de la souveraineté alimentaire sur la situation économique critique et inédite de la filière des distilleries vinicoles françaises. Les distilleries vinicoles sont des PME historiques des territoires et constituent un acteur environnement indispensable de l'écosystème vitivinicole. Sur le territoire de l'AOC Champagne, la distillerie installée à Aÿ-Champagne valorise ainsi la quasi-totalité des sous-produits de la vinification des vignes de Champagne. Les distilleries sont chargées de la collecte et de la valorisation de plus de 850 000 tonnes de marc de raisin et de 1,4 million d'hectolitres de lie de vin chaque année. Si ces sous-produits de la vinification ne sont pas distillés, ils doivent être considérés comme des polluants. La mesure de prestation vinique, qui concerne la distillation des marcs et des lies, est d'ailleurs classée comme une mesure environnementale dans le Plan stratégique national (PSN). Pourtant, le modèle économique de cette filière est aujourd'hui menacé. La majorité de l'alcool vinique produit (70 % à 75 % du chiffre d'affaires alcool) est destiné au biocarburant, contribuant à la diminution des émissions de gaz à effet de serre. Cependant, la filière fait face à une chute de près de 50 % des prix de l'éthanol vinique, une situation causée par la pression des importations extra-européennes à bas prix, notamment du Brésil et d'Ukraine. En effet, les opérateurs français produisent de petits volumes (environ 200 hl/jour) et ne peuvent pas rivaliser avec les opérateurs massifs étrangers. Afin de protéger le tissu industriel français et d'assurer la survie de cette filière qui risque la fermeture d'ici 2027, une seule solution pérenne envisagée par la profession est la mise en place d'un mécanisme réglementaire spécifique. Il s'agit d'intégrer un sous-objectif viticole dans le futur dispositif d'Incitation à la réduction de l'intensité carbone des carburants (IRICC), lequel est prévu par la directive RED III et doit remplacer la TIRUERT au 1er janvier 2027. Cette demande de protection structurelle fait l'objet d'une recommandation d'un rapport d'information n° 96 du Sénat sur la filière viticole. Ce rapport préconise en effet de soutenir les distilleries en insérant dans le projet IRICC un sous-objectif d'incorporation de biocarburants avancés essence d'origine vinique. En conséquence, il lui demande si le Gouvernement compte introduire et défendre la création de ce sous-objectif viticole dans le futur mécanisme IRICC, conformément aux recommandations du Sénat, afin de pérenniser le rôle environnemental et la compétitivité de la filière des distilleries vinicoles françaises.

For the year 2024, the data consolidated by this federation shows an average package per high school student of 828 euros at regional level, with variations ranging from 459 euros to 1,123 euros depending on the region, a difference of 2.5. For primary education, the average municipal package reaches 1,205 euros in nursery school and 645 euros in elementary school, with differences of up to 30.1 between municipalities. These disparities could be justified by differences in salary costs, considering that 76% of public education spending is based on a salary bill determined nationally by the civil service index point. Cette mesure, prise dans un objectif de protection de l'environnement et de la santé publique, suscite une vive inquiétude dans la filière viticole dans son ensemble. En effet, de nombreuses matières actives ont déjà été retirées du marché, conduisant aussi bien les viticulteurs conventionnels que biologiques à se rabattre sur les produits cupriques, aujourd'hui parmi les derniers moyens de lutte efficaces contre le mildiou et d'autres maladies cryptogamiques. Cette décision affecte l'ensemble des exploitations, notamment celles situées à proximité des lieux de vie constituant des zones de non traitement (ZNT), toujours plus nombreuses, où l'interdiction des produits cupriques, ultime alternative, aboutirait à une impasse technique. Par ailleurs, les spécialités restantes font l'objet de nouvelles restrictions d'utilisation difficilement compatibles avec les réalités de terrain, en particulier dans les vignobles septentrionaux et périurbains tels que la Champagne. Le changement climatique entraîne une variabilité accrue des conditions météorologiques, avec des années particulièrement humides et d'autres plus sèches. Or la limite de 4 kg/ha/an couplée à un intervalle minimum de sept jours entre deux traitements ne permet pas de répondre efficacement à ces aléas, d'autant qu'un traitement perd son efficacité dès lors qu'il est suivi de 20 mm de pluie. La situation est d'autant plus préoccupante que, dans un avis rendu le 12 juin 2025, l'ANSES reconnaît elle-même les difficultés socio-économiques considérables qu'engendrerait une transition brutale vers une viticulture débarrassée du cuivre. Cette étude démontre que dans une hypothèse « zéro cuivre », la filière bio devrait supporter une perte de rendement allant jusqu'à moins 40 % ce qui entraînerait des pertes de marges non soutenables pour cette filière. Alors que la viticulture française souffre de difficultés économiques majeurs, le retrait de certains produits parmi les plus accessibles et utilisés est un clou supplémentaire dans son cercueil. Il convient également de rappeler que même les innovations techniques ne permettraient pas de se passer de cuivre. Les expérimentations de cépages dotés de gènes de résistance au mildiou et à l'oïdium constituent des avancées prometteuses, mais ces variétés nécessitent encore des traitements au cuivre, en moindre dose, pour préserver l'efficacité de ces gènes. Enfin, cette décision met en lumière certaines incohérences entre les cadres français et européens. L'Union européenne a en effet prolongé l'homologation du cuivre jusqu'en juin 2029, ce qui interroge sur la cohérence et la proportionnalité des restrictions appliquées au niveau national. La loi d'orientation agricole adoptée en début d'année 2025 prévoit, parmi ses priorités, le maintien d'un haut niveau de protection des cultures, en soutenant la recherche de solutions économiquement viables, techniquement efficaces et durables et l'abstention d'interdiction des usages de produits phytopharmaceutiques autorisés par l'Union européenne. Cette disposition devrait s'appliquer pleinement à ce dossier. Il l'interroge sur les mesures que le Gouvernement entend mettre en œuvre pour accompagner les viticulteurs, biologiques comme conventionnels, en leur garantissant des outils de protection adaptés, en accélérant la recherche et la diffusion d'alternatives efficaces et en veillant à une harmonisation des cadres réglementaires français et européens, afin d'éviter toute surtransposition préjudiciable à la compétitivité et à la durabilité de la viticulture française.

Mental health has rightly established itself as a now recognized issue in public policies in recent years: from the creation, in 2019, of the Ministerial Delegation for Mental Health and to psychiatry (DMSMP) with the major national cause label decided by Prime Minister Michel Barnier. However, in Marne, education and health professionals are daily confronted with serious psychiatric disorders among young people, sometimes very young, without any lasting treatment solution being able to be put in place. While, in public education and private education under contract, continuous assessment now accounts for 40% of the final mark, this is not the case for private education outside of contract. In the absence of continuous assessment, the students concerned must take a much higher number of final exams. Since the “Blanquer” reform, candidates from public and private high schools under contract take four: French first, then philosophy and two specialties in final year. For students from non-contract establishments, this number generally amounts to 14 to 16 tests. In 2024, grandparents who were members of the “United Families” collective submitted repatriation requests concerning eight women and their twenty-nine children, all of French nationality, currently detained in the Roj camp, located in northeast Syria. These requests had all been rejected by the Ministry of Foreign Affairs. However, on Thursday March 13, 2025, the Paris administrative court rendered a decision ordering the Minister to respond to each of these requests within two months, giving personal reasons for them. If the conditions of detention of these children, some of whom were born there, can legitimately raise concerns about their return, these cannot hide the security implications that these repatriations could generate for the French population. Reims Aerospace, fondée en 1947, a été rachetée en 2021 par ACI Groupe (Alliance de Compétences Industrielles), qui a perçu 4 millions d'euros pour redresser l'entreprise, mais sans succès, en perdant ses principaux clients donneurs d'ordre, Airbus et Dassault Aviation. Reconnue pour son savoir-faire d'excellence, ACI Groupe-Reims Aerospace était la seule à fabriquer des planchers pour l'A320 montés ensuite dans les Hauts-de-France. Elle a vu son contrat retiré par Airbus pour déplacer l'activité dans le sud puis, à terme, en Inde. Pourtant, ACI Groupe a réalisé 30 acquisitions en 5 ans. Alors que l'aérospatiale est incontestablement un domaine stratégique pour l'avenir d'une nation souveraine au XXIe siècle, il lui demande s'il envisage de demander un audit financier indépendant de la gestion et de la stratégie d'ACI Groupe et s'il envisage d'élaborer un plan de relance industrielle régional de ce secteur essentiel, avec des garanties de reclassement pour les salariés.

Maxime Michelet attire l'attention de Mme la ministre de l'éducation nationale sur les situations de précarité engendrées par la mise en place du nouveau cadre de gestion des maîtres délégués dans l'enseignement privé sous contrat. Avant la mise en place de ce cadre, les maîtres délégués de l'enseignement privé, signataires de CDD successifs avec les établissements, bénéficiaient d'une rémunération lors des congés annuels sous la forme d'indemnités de vacances, sur la base de la circulaire n° 91-035 du 18 février 1991. Depuis la rentrée 2023, les indemnités de vacances des maîtres délégués s'inscrivent dans un nouveau cadre, modifié par le décret 2023-733. Ce décret prévoit que les maîtres contractuels en activité perçoivent une indemnité compensatrice de congés annuels égale au 1/10 de la rémunération totale brute perçue par l'agent au cours de sa période d'emploi entre le 1er janvier et le 31 décembre de l'année en cours. Ainsi, la réglementation désormais applicable aux maîtres délégués n'ouvre droit qu'à une indemnisation de 5 semaines de congés non pris par an, alors que l'année scolaire comporte 36 semaines de cours et 16 semaines de congés scolaires. Cette nouvelle réglementation se traduit donc par la perte de 11 semaines de rémunération ou d'indemnisation par année scolaire, représentant plus de 20 % de la rémunération annuelle. Ce nouveau cadre, qui contribue à affaiblir encore l'attractivité de la profession, met en péril le régime des remplacements dans l'enseignement primaire privé, qui, contrairement au public, ne bénéficie pas du système des TZR et se retrouve donc contraint de recourir à des contractuels. L'enseignement primaire privé, qui accueillait, selon la DEPP, 13,5 % des élèves à la rentrée 2023 au niveau national et près d'un tiers dans certaines académies, ne peut pas être traité comme le parent pauvre de la politique d'éducation. Il souhaite donc l'interpeller sur la situation alarmante des maîtres délégués de l'enseignement privé, souhaitant qu'elle ne soit pas révélatrice des grandes orientations du ministère à l'égard de ce dernier et souhaite l'interroger sur les dispositions qu'elle prévoit pour y remédier afin de répondre à la détresse financière et sociale de ces hommes et de ces femmes qu'il serait inacceptable de considérer comme des enseignants de second rang.

La France compte aujourd'hui, selon le ministre de l'intérieur, entre 600 000 et 900 000 clandestins. Parmi ces résidents illégaux, d'aucuns cherchent par le mariage avec des ressortissants français à sortir de leur situation irrégulière. Le mariage « gris », à la différence du mariage blanc, suppose que le conjoint de nationalité étrangère dissimule ses vrais sentiments et ses réelles intentions, trompant ainsi la victime en lui faisant croire en des sentiments partagés. Ce délit est inscrit à l'article L. 823-11 du code de l'entrée et du séjour des étrangers et du droit d'asile (CESEDA), qui prévoit une peine de 5 ans d'emprisonnement et 15.000 euros d'amende. Les personnes les plus isolées sont par nature davantage exposées à ce type d'escroquerie, qui profite des détresses les plus intimes pour s'emparer non seulement de la nationalité française, mais souvent, également, d'héritages substantiels. M. le député a pu être ainsi saisi de cas de ce type, plongeant des familles entières dans d'interminables et épuisantes procédures judiciaires. Le développement exponentiel du numérique expose d'ailleurs à des dangers multiples les personnes susceptibles de céder à ce type d'escroquerie. L'État a le devoir de protéger les individus vulnérables et les familles de ces escroqueries affectives aux conséquences dramatiques. Il a également le devoir de prévoir tous les dispositifs de prévention, sociaux et juridiques, ainsi que les dispositifs judiciaires capables de traiter les conséquences de tels actes. Il souhaiterait donc connaître les mesures qui pourraient être prises afin d'agir face au phénomène des mariages gris.

Maxime Michelet attire l'attention de M. le ministre de l'enseignement supérieur et de la recherche sur la lisibilité et la transparence des diplômes et des formations dispensées par les écoles de management en France. La massification des études supérieures, symbolisée par le cap des trois millions d'étudiants qui devraient être franchi dans les prochaines années, associée à l'opacité des orientations opérées par la plateforme Parcoursup, a permis à certaines écoles de management, ne délivrant pas de diplômes reconnus par l'État, de prospérer. Ces établissements déploient des méthodes d'enseignement contestables et offrent un contenu d'étude souvent indémontrable. Leurs pratiques ont étés dénoncées en 2022 dans le rapport de la médiatrice de l'éducation nationale et de l'enseignement supérieur. En 2023, une école de ce type, l'Esbia, « European school of business and international affairs », au Mans, a été contrainte de fermer après la mise en examen de trois de ses gérants pour aide au séjour en bande organisée, escroquerie aggravée, abus de confiance, abus de biens sociaux et fraude fiscale. Ces établissements invoquent auprès de leurs potentiels « clients » une reconnaissance de l'État par le biais de leur inscription au RNCP (Répertoire nationale des certifications professionnelles), qui dépend de France compétences sous la tutelle du ministère du travail. Ces certifications ne sauraient se substituer au diplômes gradés et validés par la Commission d'évaluation des formations et diplômes de gestion. L'espace ouvert par cette ambiguïté est investi par des établissements aux visées uniquement lucratives, sans considération pour la formation des étudiants et profitant, au titre de l'alternance, de subventions publiques. Il souhaiterait donc savoir si des mesures sont envisagées afin de clarifier l'offre d'enseignement en management auprès des lycéens et des étudiants et afin de contraindre les établissements à énoncer clairement la reconnaissance ou non de leurs formations par le ministère de l'enseignement supérieur et de la recherche, mettant ainsi fin à l'équivoque entretenue par des écoles peu scrupuleuses.

Maxime Michelet attire l'attention de Mme la ministre de l'agriculture, de la souveraineté alimentaire et de la forêt sur l'interdiction de l'usage des produits phytosanitaires dans les cimetières. L'arrêt de l'utilisation des produits phytosanitaires pour l'entretien de différents lieux a été initié par la loi n° 2014/110, dite « loi Labbé ». Cette interdiction a été élargie par un arrêté du 15 janvier 2021 dans tous les lieux fréquentés par le public ou à usage collectif comme les cimetières, stades et autres lieux de vie. Pour parvenir à un modèle « zéro pesticide », il faut disposer de moyens humains et financiers que beaucoup de communes ne peuvent pas mobiliser. Afin d'entretenir convenablement leurs cimetières, les communes se retrouvent dès lors contraintes d'opérer une coupe régulière de l'herbe par leurs agents municipaux. Faute des ressources humaines à consacrer à cette tâche, beaucoup de communes la délaissent à contrecœur. Dans les campagnes, de trop nombreux cimetières se retrouvent envahis par une quantité dramatique de mauvaises herbes, donnant l'image de cimetières abandonnés. Pour les habitants, cette vision est insupportable, représentant un inacceptable manque de respect pour leurs défunts. Nombre d'élus locaux se retrouvent d'ailleurs tenus pour responsable de cette situation intolérable, dans laquelle ils n'ont pourtant aucune responsabilité. Il souhaiterait donc connaître les mesures qui pourraient être prises afin d'aider les communes à entretenir leurs cimetières et rendre à ces lieux toute la dignité qui incombe au repos des morts.

M. Maxime Michelet attire l'attention de Mme la ministre de l'agriculture, de la souveraineté alimentaire et de la forêt sur la problématique de la flavescence dorée. Il y a 150 ans, le vignoble français était frappé par la catastrophe du phylloxera, qui devait le détruire quasi intégralement et provoquer une crise économique et sociale sans précédent dans les régions viticoles du pays. Aujourd'hui, les vignobles sont menacés par une nouvelle maladie face à laquelle on doit mobiliser toutes ses forces pour éviter une nouvelle catastrophe digne du phylloxera. Cette maladie est la flavescence dorée. Maladie de quarantaine, car incurable et très contagieuse, la flavescence dorée est l'une des maladies les plus dommageables pour le vignoble européen, avec de sévères conséquences : pertes de rendement, dépérissement des plantes, effondrement économique. Il n'existe pas actuellement de méthode de lutte efficace pour soigner la plante malade. Le seul moyen de lutte contre la flavescence dorée réside dans une identification précoce des souches atteintes, suivie de leur arrachage. Pour limiter la diffusion de la maladie et espérer éradiquer les foyers, la lutte doit être collective. Dans le département de la Marne, au sein des vignes de l'AOC Champagne, des prospections précoces ont été tenues en juillet 2024 dans plusieurs communes. Les résultats obtenus attestent d'une propagation déjà inquiétante de la flavescence dorée, avec 2 040 pieds malades identifiés dans les communes viticoles de Mareuil-le-Port et Festigny par exemple. Dans les zones délimitées, le contrôle de l'agent vecteur de la maladie doit être réalisée par des produits phytopharmaceutiques et l'utilisation d'un insecticide autorisé à cette fin, mais aussi par le nettoyage du matériel agricole selon les dispositions des arrêtés préfectoraux n° 2024/176 et 2024/171 du préfet de région. Ce protocole représente un coût supplémentaire pour des vignerons déjà touchés par la baisse globale de la consommation du vin et par des vendanges de plus en plus soumises à la régularité des aléas climatiques qui affectent la rentabilité annuelle. Il souhaiterait donc savoir si des dispositifs financiers seront mobilisés afin d'accompagner les viticulteurs français dans la lutte contre la flavescence dorée et si des mesures sont en préparation pour combattre de toutes nos forces la propagation de cette maladie qui est un réel (et mortel) danger pour les vignobles ; on a le devoir de l'anticipation.
