On the night of November 22 to 23, 2025, in Douai, a woman was seriously assaulted by her companion in an apartment on rue Louis-Armand. There victim, found with a bloody face and deformed eye socket, suffered several blows to the temple. Despite the intervention of the police, hospitalization and the judicial decision to order a forensic expertise, this could not be carried out, the victim having remained uncontactable. By now, she may have permanently lost the use of one eye. The perpetrator, heavily intoxicated, admitted the beating and was sentenced to four years' imprisonment, one of which was suspended on probation. This case illustrates in a particularly worrying manner the mechanisms of control, dependence and non-recourse to rights even though the violence suffered is extremely serious. According to official data from the Ministry of the Interior, 272,400 victims of domestic violence were recorded in France in 2024, including 84% of women, while only one victim in six reports the facts to the security forces. Au jour dit, trois jeunes policiers – Manon, Paul et Steven – ont perdu la vie alors qu'ils étaient en mission. Leur véhicule a été violemment percuté par une autre automobile qui roulait à contresens à très vive allure. Le conducteur, sous l'emprise de l'alcool et de stupéfiants, est mort sur le coup. Le passager, quant à lui, a survécu. Les familles ont déposé plainte contre X, estimant que ce passager, ayant partagé pendant deux jours alcool et drogues avec le conducteur, portait une part de responsabilité dans cet accident. Le 2 juillet 2025, le parquet de Lille a annoncé le classement sans suite de cette plainte, considérant qu'aucune infraction ne pouvait être caractérisée à l'encontre de cet individu. M. le député comprend et partage l'incompréhension des familles face à cette décision. Sachant qu'une des fonctionnaires de police – Manon – était originaire de sa circonscription, ce drame en a profondément marqué les habitants. L'avocat des parties civiles évoque aujourd'hui des éléments nouveaux, notamment des vidéos diffusées par le passager sur les réseaux sociaux, susceptibles de justifier une réouverture du dossier. Le 6.15 de article R. 311-1 du code de la route définit les engins de déplacement personnel motorisés comme des « véhicules sans place assise, conçus et construits pour le déplacement d'une seule personne et dépourvus de tout aménagement destiné au transport de marchandises, équipés d'un moteur non thermique ou d'une assistance non thermique et dont la vitesse maximale par construction est supérieure à 6 km/h et ne dépasse pas 25 km/h ». Par le décret n° 2023-843 du 31 août 2023, le ministère de l'intérieur a souhaité porter la limite d'âge pour conduire les engins de déplacement personnel motorisés à 14 ans afin d'assurer la sécurité des pratiquants et des autres usagers du domaine public. L'encadrement d'activités sportives et de loisirs ne permet pas de s'exonérer de cette limite d'âge. Pour des raisons de sécurité, l'utilisation de ces engins en agglomération a été limitée aux pistes et bandes cyclables ou, à défaut, aux voies de circulations dont la vitesse ne peut excéder les 50 km/h. Hors agglomération, leur utilisation est restreinte aux seules voies vertes et pistes cyclables. Leur utilisation est cependant autorisée sur des terrains privés, non ouverts à la circulation publique, et sécurisés pour la pratique sportive, tels que les circuits de sports mécaniques. La capacité et les compétences à encadrer du public en sécurité ne dispensent pas des obligations prévues au code de la route s'appliquant aux professionnels encadrant des activités en trottinette électrique tout terrain, lesquelles relèvent des engins de déplacement personnel motorisés (EDPM). À l'heure actuelle, il n'existe pas de certification relevant du ministère chargé des sports permettant d'encadrer, spécifiquement, la pratique des EDPM. La trottinette électrique est initialement un mode de déplacement urbain. Ainsi, lorsque l'activité ne comporte aucune difficulté technique, qu'elle ne fait pas l'objet d'acte pédagogique, elle doit être considérée comme du déplacement et l'accompagnement d'un groupe contre rémunération ne nécessite pas de qualification relevant du code du sport. Toutefois, lorsque l'activité est sportive, son encadrement contre rémunération requiert la détention d'une qualification inscrite à l'annexe II-1 de article A. 212-1 du code du sport. The preservation of French architectural heritage is a major issue, yet many historic buildings are in danger due to lack of sufficient funding. This is particularly the case of the Saint-Edmund chapel in Douai. Built in the 1840s by the British architect Augustus Pugin, of which it is his only creation in France, this superb neo-Gothic chapel is today in danger. Despite initial regional support in 2021 which enabled the renovation of the roof, it is urgent to replace all of the windows. Currently in a catastrophic state, they no longer protect the interior woodwork from bad weather. The cost of this urgent work is estimated at two million euros. Without rapid intervention from the public authorities, this jewel, registered in 1975 as a historic monument, risks suffering irreparable damage. These diseases represent now the leading cause of death from disease among children over one year old. Despite scientific progress, many pediatric cancers remain difficult to treat due to a lack of funding dedicated to research and development of suitable therapies. The eliminated budget was nevertheless essential to support teams of researchers, accelerate medical innovation and guarantee young patients access to more effective treatments. This decision therefore raises many questions about the Government's desire to make the fight against these cancers a public health priority. He therefore asks him how he can justify this elimination of essential funds and what measures will be taken to ensure the continuation of efforts in favor of sick children.

Thierry Tesson interroge M. le ministre de l'intérieur sur l'interdiction des trottinettes électriques, inscrite dans le décret n° 2023-848 du 31 août 2023 relatif à la réglementation des engins de déplacement personnel motorisés (EDPM). Cette réglementation interdit l'utilisation des trottinettes électriques par les jeunes de moins de 14 ans en milieu urbain, alors que la législation précédente les autorisait dès l'âge de 12 ans. Cette modification suscite de vives inquiétudes parmi les pratiquants d'activités sportives, de loisirs et de tourisme d'excursion. Il convient de souligner que cette limitation freine non seulement l'accès des jeunes à ces pratiques, mais restreint également leur participation à des sorties encadrées par des professionnels. Ces sorties, souvent organisées en famille ou dans le cadre d'animations de centres de loisirs, sont des moments privilégiés d'apprentissage, de découverte et de partage pour les jeunes. Or la restriction actuelle réduit leur accès à ces expériences enrichissantes. Ainsi, l'interdiction des excursions encadrées par des professionnels pour les mineurs dès l'âge de 14 ans suscite de nombreuses critiques, ainsi que des demandes de retour à la réglementation précédente. De plus, cette décision entre en contradiction avec la possibilité de circuler en trottinettes électriques hors agglomération, lorsque ces activités sont supervisées, notamment pour accéder à des circuits de randonnées. M. le député souhaiterait savoir si le Gouvernement envisage de créer une dérogation à l'interdiction de l'usage des trottinettes pour les 12-14 ans, spécifiquement pour les professionnels encadrant les balades en EDPM et formés à cet effet. Il souhaiterait également savoir si le Gouvernement prévoit d'autoriser la circulation sur le domaine public, afin de sécuriser certains trajets et de limiter leur difficulté.

M. Thierry Tesson interroge Mme la ministre de l'éducation nationale sur les accompagnants d'élève en situation de handicap (AESH). Les accompagnants d'élèves en situation de handicap (AESH) jouent un rôle crucial dans l'inclusion des élèves handicapés, assurant ainsi leur droit à une scolarisation adaptée et au développement de leur potentiel. Cependant, malgré l'importance de leur mission, les AESH demeurent confrontés à des conditions de travail précaires, avec une rémunération largement inférieure à celle des enseignants. Cette situation est aggravée par leur rattachement aux pôles d'appui à la scolarité (PAS), tel que prévu dans le projet de loi de finances de 2024, mais qui reste encore flou pour les AESH. De plus, les AESH font face à un manque de stabilité professionnelle, car ils peuvent être mutés d'un établissement à un autre même en cours d'année scolaire, souvent sans considération pour leurs souhaits ou leurs contraintes personnelles. Cette instabilité fragilise leur implication et crée un sentiment d'incertitude permanente qui nuit à l'accompagnement des élèves concernés. Face à ces difficultés, il lui demande quelles sont les mesures que le Gouvernement envisage de mettre en œuvre pour offrir aux AESH des perspectives salariales à la hauteur de leur rôle et, surtout, des conditions de travail stables et sécurisées, favorisant ainsi leur engagement et la qualité du soutien aux élèves en situation de handicap.
