Après l’alinéa 4, insérer l’alinéa suivant : « II  bis . – Afin d’atteindre les objectifs mentionnés à l’article 74 de la loi n° 2015‑992 du 17 août 2015 relative à la transition énergétique pour la croissance verte, il peut être fait obligation aux producteurs de s’engager collectivement sur une stabilisation ou une baisse de la quantité annuelle d’unités neuves vendues de produits, éléments ou matériaux. »
