Les autorités organisatrices de mobilité peuvent se constituer en syndicat mixte intercommunal pour organiser ses mobilités et répondre aux besoins de leur territoire. « « Le syndicat détermine le ou les services de mobilité mis en commun, fixe sa durée ainsi que les modalités de son renouvellement. Il détermine également le cadre financier dans lequel s’exerce cette coopération ainsi que ses moyens de fonctionnement. Il prévoit, le cas échéant, les modalités de sa résiliation anticipée. » »
