L'inquiétude émane de la publication de l'ordonnance 2019-59 du 30 janvier 2019, relative à l'exercice et au transfert, à titre expérimental, de certaines de ses missions dans le réseau des chambres d'agriculture parmi lesquelles les missions d'information générale, d'appui, de diagnostic et d'assistance sur la réglementation relative à la santé et à la protection animales. Le domaine de la réglementation en matière de santé et de la protection animales constitue un des socles de l'action des GDS. C'est la raison pour laquelle le transfert de ces missions pourrait conduire à leur disparition en tant qu'entités indépendantes. La loi portant sur la nouvelle organisation territoriale de la République du 7 août 2015, dite loi NOTRe, a favorisé les regroupements de communes dans un objectif de rationalisation des moyens. Cependant, les communes nouvelles, bien qu'il s'agisse d'un regroupement de territoires, ne peuvent pas être administrées de la même manière qu'une commune « classique », entité disposant d'un continuum habité. Ainsi les orientations de l'INSEE, qui ne considèrent plus les communes historiques, vont priver les maires d'indicateurs précieux pour l'administration de leurs territoires disparates. Les données statistiques sont, en effet, un élément important d'aide à la décision. L'INSEE supprime unilatéralement, dès la création de la commune nouvelle, l'élément statistique à l'échelle des communes historiques. Une commune historique de 3 000 habitants et une autre de 300 ont besoin d'éléments statistiques différents pour leur bourg. L'indicateur IRIS (îlots regroupés pour l'information statistique) correspond à un découpage du territoire en maille de taille homogène (la taille visée étant de 2 000 habitants par maille) et constitue la brique de base en matière de diffusion de données infra-communales. Le découpage en IRIS peut être affecté par les modifications de la géographie communale (fusions de communes, créations ou rétablissement de communes, échanges de parcelles). Aussi, il lui demande s'il n'est pas envisageable d'ajuster ce découpage pour les communes nouvelles ou de maintenir les entités statistiques sur les communes historiques, au moins sur une période transitoire.

M. Fabrice Le Vigoureux attire l'attention de M. le ministre de l'éducation nationale sur la situation des AESH, accompagnants d'élèves en situation de handicap. Ces personnels, souvent en situation de précarité, sont contraints d'enchaîner durant de nombreuses années des contrats à durée déterminée, rémunérés au taux horaire du SMIC, sur la base de 24 heures hebdomadaires, soit au mieux 1 027,52 euros brut par mois. Ils sont peu nombreux à être pérennisés dans leur fonction grâce à un contrat à durée indéterminée. De plus, le décret n° 2016-74 du 29 janvier 2016 reconnaît la qualification en diplôme de niveau V pour cette profession. Cependant, ce classement ne correspond pas réellement aux compétences mises en œuvre par les accompagnants. En effet, ces personnels doivent être en capacité de transmettre les attendus de l'éducation nationale tout au long du parcours de l'élève : de la première année de maternelle à l'obtention du baccalauréat, voire au-delà. L'accompagnant peut être amené à se substituer à l'enseignant dans ses tâches administratives, éducatives ou disciplinaires. Une reconnaissance pleine et entière de cette fonction au sein des établissements scolaires est nécessaire et semble davantage correspondre à une qualification de niveau IV. À l'heure où le Gouvernement s'est donné comme priorité de faire de l'école le vecteur de l'inclusion sociale, cette profession est indispensable pour favoriser l'insertion scolaire et sociale des élèves en situation de handicap. Ainsi, il lui demande quelles mesures le Gouvernement entend mettre en œuvre afin d'améliorer la condition des accompagnants d'élèves en situation de handicap, l'attractivité de leur métier, leur formation, leur rémunération et leur carrière.
