Cette situation soulève une interrogation sur la cohérence entre les déclarations médiatiques récentes de M. le ministre et les décisions prises sur le terrain. M. le député s'étonne de ne pas avoir été informé officiellement de la suppression du GSP et s'interroge sur la véritable volonté du Gouvernement. Il exige des mesures nécessaires pour que des effectifs supplémentaires soient déployés au sein du commissariat de Beaucaire/Tarascon afin que le GSP puisse être recréé. Le simple fait de se rendre dans le « fief » de l'organisation terroriste laisse supposer une connivence et un soutien à celle-ci. Cette Nîmoise a par ailleurs vécu 5 ans avec des islamistes qui n'ont pour objectif que de détruire la culture et le mode de vie occidental. Elle a été rapatriée en France, avec ses deux enfants, nés d'un père tué au cours de combats en Syrie. M. le député attire l'attention de M. le ministre sur le fait que les femmes remplissent pour l'idéologie islamiste un rôle central. D'une propagande dangereuse à la préparation d'attentats, leur rôle n'est pas à sous-estimer. La potentielle dangerosité des personnes que la France décide de rapatrier fait courir un risque accru d'attaques terroristes en France et en Europe. Car si ces personnes sont emprisonnées dès leur retour, elles finiront par être libérées. M. le député dénonce le risque que fait prendre le Gouvernement en rapatriant ces personnes. M. Yoann Gillet attire l'attention de M. le ministre de l'agriculture et de la souveraineté alimentaire sur les grandes difficultés rencontrées par la filière viticole dans le département du Gard, mais également sur tout le territoire national. La filière, qui génère plus de 500 000 emplois directs et indirects, a en effet été confrontée à une succession de crises et subit une conjoncture économique difficile avec une forte inflation. Aux sanctions commerciales américaines se sont ajoutés la crise de la covid-19 lors de laquelle les 3/4 des PGE (prêts garantis par l'État) ont été contractés par des viticulteurs (et qu'il faut désormais rembourser), les aléas climatiques et en particulier le gel historique de 2021, ainsi que la guerre en Ukraine qui déstabilise toute la filière avec une augmentation des charges des exploitations. La conjoncture qui déstabilise de nombreux domaines a un impact direct sur la filière viticole. Ainsi, les prix des énergies, des engrais, du papier, du carton, du verre, sont en pleine explosion. Les prévisions de ce début d'année ne permettent par ailleurs pas d'envisager une amélioration. Par ailleurs, la révision du référentiel « haute valeur environnementale » (HVE) vient entraîner une forte augmentation du temps d'audit et du coût engendré, sans valorisation économique, et va venir étouffer davantage une filière déjà fortement fragilisée. Nombreux sont les viticulteurs français à affirmer que leur filière n'a pas connu pareille crise depuis les années 50. D'une réaction urgente du Gouvernement dépend aujourd'hui la survie d'un grand nombre d'exploitations. M. le député rappelle par ailleurs que les vins et spiritueux français sont les seconds contributeurs à la balance commerciale, derrière l'aéronautique et devant les cosmétiques, avec 12,7 milliards d'euros. Ils sont également les premiers contributeurs à la balance commerciale pour l'agroalimentaire. La Fédération nationale des syndicats d'exploitants agricoles (FNSEA) et ses antennes départementales, dont celle du Gard, appellent à une mobilisation des acteurs publics et à une prise de conscience urgente de l'État. Les professionnels demandent, face à cette situation exceptionnelle, des mesures exceptionnelles et conjoncturelles. Ainsi, le déblocage de fonds d'urgence (150 millions d'euros) est aujourd'hui nécessaire. À cette nécessité s'ajoute notamment le besoin d'obtenir une autorisation de replantation différée ainsi qu'une clause de revoyure de la certification HVE. À moyen terme, la filière demande également des mesures structurelles comme la simplification des dossiers France Agrimer (dossiers complexes et donc trop peu déposés), la réorientation d'une partie des aides à l'investissement de France Agrimer vers des aides à la commercialisation et à l'export, ainsi qu'un arrêt de la promotion de l'abstinence totale de l'alcool pour laisser place à des campagnes visant uniquement à promouvoir une consommation modérée et raisonnée du vin. M. Yoann Gillet interroge M. le ministre de la santé et de la prévention sur l'état du service des urgences du centre hospitalier universitaire de Nîmes. Il appelle l'attention de M. le ministre sur la forte augmentation (+19,7 %) de l'affluence au sein du service en 2021 par rapport à 2020. M. le député rappelle à M. le ministre que le temps de passage moyen aux urgences de Nîmes est de 4h mais qu'il peut monter à 24, 48 voir 72h dans les périodes les plus saturées. Des patients se retrouvent entassés sur des brancards dans les couloirs dans l'attente de voir un médecin ou d'être transférés dans un service adapté. L'actualité récente prouve, s'il le fallait, la situation dégradée du CHU de Nîmes. En effet, le 17 décembre 2022, les urgences ont eu à traiter bien plus que d'habitude ce qui relève de la médecine générale en raison d'une grève au sein de la maison médicale du CHU. Une situation catastrophique a été empêchée grâce au courage et au professionnalisme du personnel hospitalier qui s'est une fois de plus démené pour permettre à la population d'avoir accès à un service de santé. Ainsi, M. le député tient à souligner que la prime de 183 euros mensuelle octroyée aux soignants ne suffit ni à pallier les faibles salaires du milieu hospitalier ni à dédommager la pénibilité croissante du travail des agents. Pour pallier l'engorgement des urgences, de la maison médicale et au manque de médecins généralistes, des médecins ont décidé de créer un centre de Soins Immédiat Secours (SIS). Ce centre permettra l'accueil de 80 à 100 patients par jour pour porter des soins n'étant pas d'urgence vitale. M. le député tient à saluer cette initiative et invite M. le ministre à prendre toutes les dispositions pour accompagner financièrement cette structure. Cette initiative d'intérêt général doit être soutenue par l'ensemble des acteurs publics, mais elle ne permettra pas à elle seule de répondre au problème de l'accès aux soins. Ainsi, rien qu'à Nîmes, ce sont 15 000 personnes qui n'ont pas de médecin traitant. Pour toutes ces raisons, il sollicite donc M. le ministre, outre la demande d'accompagnement financier du SIS, pour avoir des précisions et des engagements quant aux actions que le Gouvernement entend mettre en place et les budgets qu'il entend débloquer pour remédier à la situation.

M. le député appelle l'attention de M. le ministre sur l'incapacité des pouvoirs publics à expulser les délinquants étrangers et l'absence de maîtrise de cette situation, devenue inacceptable à juste titre pour les Français. Le rapport de l'Organisation internationale pour les migrations (OIM), publié en 2022, précise que la migration internationale au cours de la dernière décennie n'a cessé d'augmenter. L'agence européenne des frontières, Frontex, précise quant à elle que le nombre d'entrées irrégulières dans l'Union européenne a augmenté de 86 % entre janvier et juillet 2022 par rapport à l'année dernière. Par ailleurs, en 2020, la France se classait au deuxième rang en Europe, avec plus de 436 000 réfugiés accueillis. Selon les chiffres fournis par l'Agence des Nations unies pour les réfugiés, au cours de l'année 2021, 90 200 nouvelles demandes d'asile ont été déposées en France. De plus, elle est parmi les trois principaux pays déclarant le plus grand nombre de naturalisations de réfugiés en 2021. Dans ce contexte, M. le député attire l'attention de M. le ministre sur le nombre de séjours irréguliers relevés dans les rapports mentionnés ci-dessus, concernant d'abord les étrangers qui se maintiennent en France au-delà de la période fixée par leur visa ou leur titre de séjour, ceux qui ont déposé des demandes abusives d'asile et qui restent irrégulièrement en France ou ceux qui sont entrés illégalement en France. L'augmentation du nombre de séjours irréguliers laisse un impact négatif à la fois sur la sécurité du pays et sur le taux de criminalité. À cet égard, il convient de rappeler que, le 21 août 2022, le ministre de l'intérieur a lui-même constaté que 48 % des personnes interpellées pour des actes de délinquance à Paris, 55 % à Marseille et 39 % à Lyon, sont des étrangers. Au regard de cette situation, M. le député sollicite de M. le ministre des précisions sur les actions définitives qu'il envisage pour lutter contre l'insécurité en France. Il lui demande de présenter un plan d'actions concret permettant d'expulser un étranger ayant commis un acte de délinquance dans les meilleurs délais. Il sollicite enfin la communication de l'ensemble des statistiques liées à l'exécution des décisions d'éloignement ou d'obligation de quitter le territoire français, année par année, de l'année 2011 à l'année 2021.

M. Yoann Gillet interroge M. le ministre de l'intérieur et des outre-mer sur l'insécurité qui gangrène la ville de Nîmes. Il appelle l'attention de M. le ministre sur les dernières actualités qui confirment une fois de plus que les Nîmois subissent une dégradation continue de leur sécurité. Les trafics de stupéfiants sont présents dans toute la ville, les armes circulent et sont d'ailleurs utilisées fréquemment pour des règlements de comptes et pour des tirs d'intimidation entre bandes rivales. Les quartiers du Chemin-Bas d'Avignon, de Pissevin, de Valdegour et du Mas de Mingue sont particulièrement gangrenés par ces trafics et la présence importante d'armes. Les quartiers résidentiels autours de ces quartiers sensibles sont, eux aussi, comme le centre-ville, impactés par une forte criminalité. Les homicides ou tentatives se multiplient à Nîmes. Le 25 août 2022 un incendie criminel a par ailleurs touché l'école du Mas Roman. Cet acte intolérable, à quelques jours de la rentrée, survient presque un an après l'incendie qui avait touché l'école Paul Langevin, dans le quartier de Pissevin. Dans les quartiers devenus des zones de « non France », les policiers sont devenus des cibles prioritaires. Les services de secours et professionnels de santé sont depuis plusieurs années régulièrement contraints d'être protégés pour pouvoir intervenir dans certains quartiers. Les facteurs font quant à eux leur travail avec la crainte de se faire agresser. Les caillassages de bus du réseau de transport sont nombreux, contraignant régulièrement les chauffeurs à exercer leur droit de retrait. Malgré de nombreuses alertes, la fréquence des tirs, les agressions physiques et l'ultra violence continuent de s'intensifier. En raison de l'inaction des pouvoirs publics, de nombreux habitants envisagent, pour ceux qui le peuvent financièrement, de déménager afin de protéger leurs enfants. Le 21 août 2022, le ministre de l'intérieur et des outre-mer a annoncé une augmentation des effectifs de police pour les villes de Montpellier, Béziers et Perpignan. La ville de Nîmes ne se trouve pas dans cette liste. Nîmes est pourtant gangrénée par l'insécurité et la criminalité. Les Nîmoises et les Nîmois sont en danger. M. le député sollicite donc du ministre un plan d'actions concret et rapide, comprenant une augmentation significative des effectifs de police. Il l'interroge par ailleurs pour connaître ses réelles motivations quant à la lutte contre la délinquance et la criminalité, tant Nîmes, comme de nombreuses villes en France, est laissée à l'abandon sur ces sujets.

Parallèlement à sa demande justifiée d'effectifs de police supplémentaires exprimée auprès du ministre de l'intérieur, M. le député sollicite donc du garde des sceaux, ministre de la justice, le renforcement de l'action pénale et la mise en place d'une réelle politique de répression pour parvenir à la fin du laxisme judiciaire, le laxisme actuellement en vigueur ayant pour conséquence d'avoir dans les rues des délinquants souvent multirécidivistes et des criminels libérés par anticipation ou condamnés trop faiblement. M. le député demande au ministre s'il compte agir enfin ou si sa politique n'est destinée qu'à se faire applaudir par les personnes détenues, comme ce fut le cas à la prison de Fresnes, en juillet 2020, prison où certains délinquants et criminels peuvent désormais faire du karting. Il lui demande par ailleurs si le Gouvernement envisage de réaliser une réforme législative essentielle permettant de pénaliser un nombre plus important de comportements et le retour des peines planchers qui permettent une peine minimale en dessous de laquelle on ne peut descendre. Il est urgent de diminuer les cas de récidives et de supprimer toute possibilité de réduction et d'aménagement de peine en matière d'atteintes à l'intégrité physique par exemple. Enfin, il l'interroge sur ses intentions en matière de renforcement des sanctions pénales applicables aux mineurs vivement souhaité par les Français.

M. Yoann Gillet interroge M. le ministre de l'intérieur et des outre-mer sur les nombreux incendies qui ravagent la France et sur les moyens insuffisants dont la sécurité civile dispose pour lutter contre eux. De nombreux départements sont en effet touchés par des incendies effroyables. Des dizaines de milliers d'hectares sont ainsi ravagés, de nombreux habitants sont évacués et des maisons sont détruites. Avec 12 Canadairs et 6 Dash, les moyens matériels sont insuffisants, d'autant que tous ne peuvent être mobilisés au même moment en raison de la lourde maintenance nécessaire à ces appareils. Les moyens humains sont eux également sous-dimensionnés. M. le député, face aux diverses réponses données dans les médias par les autorités suite aux plaintes des élus locaux et à la colère légitime des habitants, demande des précisions. En effet, les autorités ont tendance à minimiser le manque de moyens, indiquant que ces trois ou quatre dernières années les moyens matériels auraient augmenté. Néanmoins, ces 20 dernières années, les incendies se sont multipliés. Les moyens eux, n'ont pas suivi dans les mêmes proportions. M. le député demande donc à M. le ministre de l'intérieur et des outre-mer un point précis sur : l'évolution du nombre de Canadairs, année par année, ces vingt dernières années ; l'évolution du nombre de Dash, année par année, ces vingt dernières années ; l'évolution du nombre de personnels dédiés à ces matériels, année par année, ces vingt dernières années ; la stratégie de l'État pour les prochaines années (nombre de recrutements, acquisition de matériel, ...). Il lui demande de la transparence sur ce sujet important, sans que de la basse politique politicienne ne vienne dicter les réponses des autorités.
