Mr. Aly Diouara draws the attention of the Minister of Cities and Housing to the persistent difficulties encountered by households recognized as priority under the right to housing enforceable in Seine-Saint-Denis and to the financial consequences of the cost of penalties borne by the State. Law No. 2007-290 of March 5, 2007 establishing the enforceable right to housing imposes on the State an obligation of result with regard to households recognized as priorities and requiring urgent rehousing. Nearly twenty years after its adoption, the effectiveness of this right remains seriously compromised in the territories where the housing crisis is the strongest. The year 2025 marked a new record, with 133,405 DALO appeals filed in France, an increase of 7% in one year. In total, 39,444 households were recognized as priorities and in need of urgent rehousing. THE recourse remains highly concentrated geographically, since nineteen departments, including the eight Ile-de-France departments, account for 85.1%. Seine-Saint-Denis is particularly concerned. According to the regional and interdepartmental directorate for accommodation and housing (DRIHL), 13,146 DALO appeals were filed there in 2024. In 2025, 42% of appeals examined in the department resulted in a favorable decision, compared to 30.2% nationally. This high rate reflects the seriousness of the poor housing situations encountered by residents of the department. This situation takes place in a particularly difficult social context. According to the latest data from the Observatory of Inequalities, 28.4% of the inhabitants of Seine-Saint-Denis live below the poverty line, or around 444,000 people. Many households are also faced with overcrowding, substandard housing, lack of personal housing or abnormally long delays in accessing social housing. When a household recognized as a priority is not rehoused within the regulatory deadline, it can petition the administrative court for an injunction. The judge can then order the prefect to rehouse him and accompany this injunction with a penalty. In 2024, the penalties borne by the State for the non-execution of DALO decisions and paid to the National Support Fund towards and in housing amounted to 40.8 million euros at the national level. Île-de-France concentrated 38.6 million euros, or almost 95% of the total amount. Mr. Aly Diouara draws the attention of the Minister of National Education to the critical and urgent situation of those accompanying students with disabilities (AESH). The action of AESH is fundamental to promoting inclusion and supporting the educational journey of children with specific needs. Today, 490,000 students with disabilities are in school. However, during the last school year, 48,726 of them were left unaccompanied. Behind these figures lies the reality of the 132,000 AESH, 93% of whom are women, who carry out an essential mission on a daily basis while living in great precariousness, with monthly incomes of 900 to 950 euros for imposed part-time work. In his constituency, in Bobigny, Drancy and Le Bourget, the failure of the State to guarantee appropriate support results every day in children left behind. side and abandoned families. Indeed, in Seine-Saint-Denis, the deficit of 1,700 AESH deprives almost half of the 29,100 students notified by the MDPH of the support recognized as necessary by the competent authorities. At the Paul-Bert college in Drancy, three-quarters of the students concerned have no support person; at the Romain-Rolland nursery school, only a third of the needs are covered. This situation is unworthy of ambitions of a truly inclusive school. Furthermore, faced with this situation, the Minister's only response consists of reorganizing the shortage rather than remedying it. On May 11, 2026, the National Assembly nevertheless rejected the generalization of Education Support Centers (PAS), considering that they do not respond to the problem of quantitative shortage of support staff. However, in Seine-Saint-Denis, the Government is moving into strength. From this start of the school year, the DSDEN is imposing the transformation of around a hundred PIALs into 69 PASs. Since June 1, 2026, 2,368 AESH have been urgently summoned to sign amendments considerably expanding their area of intervention. A collective of AESH and the trade union organizations met during the mobilizations of Tuesday June 9, 2026 denounce the methods used by the DSDEN ranging from intimidation to threats of dismissal. In Bobigny, three PIALs are merging into two giant PASs, each covering 20 establishments. This reorganization, without consultation and whose contours are not clearly defined, plunges the AESH into uncertainty as to their future sector of intervention. This institutional contempt risks leading to mass resignations and further aggravating the already existing shortage. Mr. Aly Diouara alerts the Minister of the Interior to the derisory nature of the measures announced to compensate for the dysfunctions within the prefectural services dedicated to foreigners. The prefect of Seine-Saint-Denis announced on April 17, 2026 the arrival of 63 contract agents. If this reinforcement confirms the extent of the dysfunctions that parliamentarians continue to denounce, it remains largely insufficient given the needs specific to the department. By choosing to recruit precarious (contractual) workers until the end of 2026 to prioritize “professional” immigration, the Minister persists in a utilitarian vision of the right to stay. This sorting between “good” and “bad” foreigners leaves young adults, parents of French children and applicants for exceptional admission in precarious and suspended from endless waiting times. For years, in Seine-Saint-Denis, the State has knowingly organized a situation of lawlessness. The numerous situations of disruption of rights, loss of employment, unequal access to public services which are reported within parliamentary offices constitute a form of contempt for the dignity of people who live in the country. Mr. Aly Diouara draws the attention of the Keeper of the Seals, Minister of Justice, to the worsening of suicides in detention and to the persistent shortcomings in the prevention and traceability of deaths in prison. The most recent data available show a worrying dynamic: 157 suicides of people placed in prison in 2023, compared to 139 in 2022, an increase of 12.9% in one year, with a rate of 17.5 suicides per 10,000 people under arrest. Beyond the level, these deaths are not distributed randomly: they concentrate on times and places that the State directly controls. The first week of incarceration is a critical period, with a six-fold increase in suicide risk and one in nine suicides occurring during this week. Pretrial detention also constitutes an area of major vulnerability, with a rate twice as high and almost half of the suicides that occur there. Above all, the situation in the disciplinary unit directly questions prison doctrine: Public Health France indicates that 14% of suicides occur in the disciplinary unit while less than 1% of detained people are there on average and that half of these suicides take place in the first 24 hours; the management of the prison administration lists, for 2023, 23 suicides in the disciplinary unit, or around 15% of the total. These figures are all the more alarming as prevention seems to be hitting an organizational wall: among the suicides analyzed in 2017-2021, 46% had been preceded by at least one attempt, 60% of people had consulted the health unit the previous week and a suicidal risk was identified by the prison administration in 44% of cases. Finally, the prevention is deployed in a material environment which is deteriorating: the general controller of places of deprivation of liberty notes a rapid increase in overcrowding and mattresses on the ground, which mechanically weakens security, access to care and the capacity for real surveillance. Mr. Aly Diouara questions the Minister of the Interior about the serious racist violence alleged against several members of the Seine-Saint-Denis security and intervention company (CSI 93), already questioned on numerous occasions and presented by the Human Rights League as a “structurally adrift” unit. According to several press revelations and complaints filed before the Bobigny public prosecutor's office, two people, including a 15-year-old minor, were allegedly victims on September 12, 2025 of particularly serious violence committed by agents of CSI 93: repeated blows “with protective gloves”, baton blows to the face in a van, use of a metal tear gas bomb as a blunt weapon and deliberate humiliation, in particular injunctions to “imitate animal noises” after each blow. The lawyer of the The young boy's family filed a complaint for "acts of torture and barbarity", highlighting the desire for humiliation and the duration of the abuse. Mr. Aly Diouara draws the attention of the Minister of Ecological Transition, Biodiversity and International Negotiations on Climate and Nature to the project to establish a data center on the former site of the Worthington hall at Le Bourget (93). The regional mission of the environmental authority (MRAe) of Île-de-France issued, on June 30, 2025, opinion no. APJIF-2025-056 which constitutes a technical and legal basis major. This opinion identifies substantial inadequacies: non-representative air quality measurements (carried out during off-peak periods), acoustic study to be repeated by integrating test/emergency scenarios for generator sets, reinforced risk analysis (groups, hydrocarbon tanks, lithium-ion batteries), complete modeling of electromagnetic fields, as well as rigorous consideration of cumulative effects with neighboring facilities and projects. Mr. Aly Diouara draws the attention of the Minister of the Interior to the situation at the Bobigny judicial court following allegations of rape against two police officers, now indicted and imprisoned, as well as the discovery of a video on the phone of one of them. The MP visited the site on October 31, 2025 at 4:30 p.m.; after a few minutes of waiting, he was able to visit the premises in the presence of the Bobigny prosecutor and journalists. He noted unsanitary and smelly premises, the impossibility of obtaining quantified answers concerning the number of cameras in operation and the exact number of agents night and day, as well as the existence of three cells dedicated to women, including one collective. Access to the cell where the complainant was allegedly detained was refused for the purposes of the investigation, with entry being barricaded by chairs and not allowing useful material checks to be carried out. These findings are part of a history of recurring alerts relating to the state of the depot, its conditions of detention and its monitoring methods, regularly reported by the local section of the Lawyers' Union and by other actors in the field. If he reaffirms the presumption of innocence due to the persons accused, Mr. MP underlines that the dignity of people deprived of their liberty, the traceability of operations and the transparency of procedures constitute imperative obligations of the State. M. Aly Diouara attire l'attention de M. le ministre de l'intérieur sur la nécessaire transparence entourant la mise en œuvre du mécanisme bilatéral dit « un pour un » conclu entre la France et le Royaume-Uni en matière migratoire. Afin d'éclairer la représentation nationale et de garantir la pleine effectivité des droits des personnes concernées, il demande la communication d'un bilan chiffré détaillé, présenté de manière mensuelle depuis l'entrée en vigueur du dispositif jusqu'à la date de réponse. Ce bilan devrait, d'abord, préciser les volumes réellement exécutés : nombre de personnes transférées du Royaume-Uni vers la France et nombre de personnes admises depuis la France vers le Royaume-Uni au titre du principe « un pour un », en indiquant l'écart éventuel entre les notifications prévues et les transferts effectivement réalisés. Il devrait également présenter un profil agrégé des personnes concernées (répartition par sexe, par tranches d'âge – mineurs/majeurs –, principales nationalités) et signaler la part des vulnérabilités identifiées (mineurs non accompagnés, problèmes de santé, grossesse, handicap). Ensuite, il convient d'exposer le déroulé opérationnel du mécanisme : les délais moyens et médians entre l'identification et l'arrivée, les motifs de refus opposés par chacune des parties et leur fréquence, ainsi que le nombre de recours administratifs ou contentieux engagés et leur issue. S'agissant des personnes arrivées en France, il importe de décrire les conditions d'accueil et d'accompagnement : accès à l'hébergement et à l'information sur les droits, accompagnement administratif (enregistrement des démarches le cas échéant), scolarisation des mineurs et accès aux soins pour les personnes vulnérables. Enfin, pour assurer la traçabilité et la redevabilité du dispositif, M. le député sollicite la précision du fondement juridique exact (accords, échanges de lettres, instructions ou circulaires encadrant sa mise en œuvre), des garanties procédurales offertes aux intéressés (information compréhensible, interprétariat, assistance, prise en compte des vulnérabilités, voies de recours), ainsi qu'une estimation des coûts engagés par la France ventilés par postes (transport, hébergement, accompagnement), en mentionnant, le cas échéant, les financements britanniques associés. Il souhaite, en outre, connaître les indicateurs retenus par le ministère pour évaluer l'effectivité et la conformité du mécanisme, ainsi que le calendrier de publication d'un bilan public régulier. Il remercie le ministre de bien vouloir fournir ces éléments de manière accessible et complète, afin de garantir l'information du Parlement, la sécurité juridique et le respect des droits fondamentaux des personnes concernées et relatifs à la ratification par la France des traités internationaux.

M. Aly Diouara attire l'attention de M. le ministre d'État, ministre de l'intérieur, sur la nécessité de renforcer les garanties de prévention, de traçabilité et de contrôle des pratiques policières afin d'assurer le plein respect des droits fondamentaux, dans le cadre constitutionnel, législatif et conventionnel qui cimente l'État de droit. Le respect de la dignité de la personne humaine, garanti par l'article premier de la Constitution et réaffirmé par la jurisprudence constante du Conseil constitutionnel et du Conseil d'État, est un principe à valeur constitutionnelle. De même, l'article 12 de la Déclaration des droits de l'Homme et du citoyen de 1789, qui dispose que « la garantie des droits de l'Homme et du citoyen nécessite une force publique », encadre l'action des forces de l'ordre par l'exigence d'une conciliation entre la sauvegarde de l'ordre public et la protection des libertés individuelles. Au niveau international, la France est tenue par les dispositions de la Convention européenne des droits de l'Homme, notamment ses articles 3 (interdiction des traitements inhumains ou dégradants) et 14 (interdiction des discriminations), ainsi que par le pacte international relatif aux droits civils et politiques, dont l'article 26 prohibe toute discrimination dans l'application de la loi. Ces dispositions législatives internationales engagent l'État à prévenir les pratiques discriminatoires et à mettre en œuvre des mécanismes effectifs de contrôle et de recours (ONU). Le code de la sécurité intérieure encadre l'usage de la force publique par plusieurs dispositions. L'article L. 435-1 précise que le recours à la force doit être « absolument nécessaire et strictement proportionné ». L'article L. 241-1 institue l'usage des caméras individuelles par les forces de l'ordre « afin de prévenir les incidents au cours des interventions, de constater les infractions et de former les agents ». Le code de procédure pénale encadre quant à lui les contrôles d'identité, notamment aux articles 78-2 et suivants, en fixant les conditions de légalité qui doivent être strictement respectées, sous le contrôle de l'autorité, garante de la liberté individuelle (article 66 de la Constitution). Le Défenseur des droits, dans son enquête Relations police/population : contrôles d'identité et dépôts de plainte publiée en juin 2025, documente une hausse continue des contrôles depuis 2016, ainsi qu'une exposition disproportionnée des jeunes hommes perçus comme noirs ou arabes à ces mêmes contrôles. Ces constats rejoignent les alertes formulées par des instances internationales, notamment le Comité des droits de l'Homme des Nations unies et la Cour européenne des droits de l'Homme, sur les risques de discriminations systémiques dans la pratique des contrôles policiers. Ils soulèvent la question du respect effectif du principe d'égalité devant la loi (article 6 de la Déclaration de 1789), de l'interdiction des discriminations (article 14 de la Convention européenne des droits de l'Homme et article 26 du pacte international relatif aux droits civils et politiques) ainsi que du droit à la dignité et à l'intégrité de la personne (article 3 de la CEDH). Ces enjeux sont d'autant plus cruciaux que plusieurs affaires récentes ou passées ont profondément marqué l'opinion publique et révélé des défaillances structurelles. L'affaire Nahel, adolescent de 17 ans tué par un policier à Nanterre en juin 2023 lors d'un contrôle routier, a provoqué une onde de choc nationale et internationale, déclenchant des révoltes urbaines et des appels pressants à une réforme du maintien de l'ordre. L'affaire Adama Traoré, décédé en 2016 dans les locaux de la gendarmerie de Persan, demeure également un symbole de la lutte contre les violences policières et l'impunité perçue des forces de l'ordre. D'autres affaires, comme celles de Cédric Chouviat, décédé en 2020 lors d'un contrôle routier, ou encore de Wissam El-Yamni en 2012 à Clermont-Ferrand, illustrent les préoccupations récurrentes liées à l'usage disproportionné de la force publique. Dans ce contexte, il convient de rappeler que le Président de la République a lui-même pris position sur ce sujet, en affirmant qu'« aucune violence illégitime ne peut être tolérée en République » et en appelant à renforcer les mécanismes de prévention, de contrôle et de transparence. Cette prise de position au plus haut niveau de l'État engage désormais le Gouvernement, qui doit la traduire en mesures concrètes et effectives. Dans ce contexte, il lui demande, premièrement, d'indiquer les suites qu'il entend donner aux recommandations du Défenseur des droits, notamment s'agissant de l'expérimentation d'un justificatif écrit lors des contrôles d'identité, permettant de tracer les motifs et conditions du contrôle, conformément aux exigences de transparence et de redevabilité posées par l'article 15 de la Déclaration de 1789 ; l'usage effectif et systématique des caméras-piétons prévu à l'article L. 241-1 du CSI, dont l'activation devrait être contrôlable et vérifiable par un tiers indépendant, afin d'assurer la traçabilité et la prévention des abus ; la mise en place de formations certifiantes des agents, en application de l'article L. 411-5 du CSI, portant sur la maîtrise de la force, la prévention des discriminations et le respect de la déontologie. Deuxièmement, de préciser le calendrier prévu pour la publication périodique, en données agrégées et ouvertes, d'indicateurs relatifs aux contrôles d'identité, conformément aux articles 78-2 et suivants du CPP ; à l'usage de la force dans le cadre des missions de sécurité intérieure, conformément aux obligations de nécessité et de proportionnalité posées par l'article L. 435-1 du CSI ; aux suites données aux réclamations et plaintes des citoyens. Troisièmement, d'indiquer les modalités de suivi, d'évaluation et de contrôle indépendant prévues afin d'assurer l'effectivité de ces mesures, leur mise en œuvre homogène sur le territoire national et la restauration durable de la confiance entre la population et les forces de sécurité, conformément aux principes de l'État de droit et aux engagements internationaux de la France.

Mr. Aly Diouara alerts the Minister to the Minister of Regional Planning and Decentralization, responsible for transport, about the persistent noise pollution affecting the inhabitants of Drancy, Le Bourget and neighboring municipalities, in connection with two major railway infrastructures: the Drancy-Le Bourget marshalling station and the CDG Express line currently under construction. The marshalling yard, one of the largest in France, is located in the heart of a dense and popular urban fabric, exposing thousands of local residents to very high noise levels. These nuisances, linked in particular to the gravitational braking of wagons, generate sleep disorders, chronic stress and associated pathologies. Even more, they contribute to a phenomenon of residential segregation through noise, because families with the means to leave these areas move away, leaving room for a concentration of modest populations, trapped in degraded environments. This is how a residential area located in the immediate vicinity of the marshalling yard was classified as a priority district for city policy in 2023, not because of its urban structure, but because of this constant sound pressure. This observation clearly raises a question of social and territorial justice. Mr. Aly Diouara questions the Minister of State, Minister of National Education, Higher Education and Research, on the structural failures of controls relating to the supervision of volunteers in civic service within state and associative structures. If civic service should in no case replace paid employment, we observe that certain missions entrusted to young volunteers are poorly defined and sometimes removed from the general interest of educational or civic value to get closer to real salaried missions, which is contrary to the legal framework defined by the national service code. National education is today the main contributor to the civic service system with thousands of young people mobilized each year in its establishments, which represents around 20% of young volunteers. However, she also remains one of the least controlled public services in terms of the conditions for carrying out these missions. In addition, control responsibilities in this area sometimes rest on the shoulders of decentralized services such as the DSDEN. As a result, National Education plays the role of judge and party, preventing in-depth and rigorous controls from being carried out. This case therefore presents a risk of institutional conflicts of interest. M. Aly Diouara alerte M. le ministre d'État, garde des sceaux, ministre de la justice, sur la perte d'une procédure judiciaire au sein du tribunal judiciaire de Bobigny. Dans la nuit du 10 au 11 avril 2025, à Drancy, au sein de sa circonscription, M. Anis Guedjali, un jeune étudiant algérien détenteur d'un visa étudiant, a subi un contrôle d'identité motivé par son appartenance ethnique supposée. Le média Streetpress , dans un article publié en date du 19 juin 2025, s'est fait le relais des nombreuses violences qu'il a subies, y compris lorsqu'il était menotté et dont il garde encore les traces physiques à ce jour. M. Guedjali affirme également n'avoir été notifié de ses droits que de manière très sommaire. Il s'est vu incité à signer précipitamment des documents, cela en l'absence de tout consentement libre et éclairé. Malgré la réception d'une interruption totale de travail de dix jours, M. Guedjali a vu sa garde à vue être prolongée dans le cadre d'une plainte déposée à son encontre pour outrage et rébellion. Cette plainte a été classée sans suite. Cependant, M. Guedjali ainsi que son avocate Maître Louise Paris se heurtent, en dépit de nombreuses relances, à l'impossibilité d'accéder à cette procédure. Cette dernière est absolument nécessaire à l'identification des fonctionnaires concernés par cette interpellation marquée du sceau de l'arbitraire et de la violence policière illégitime. De plus, sans accès à cette procédure, M. Guedjali et Maître Paris sont dans l'impossibilité de comprendre la raison et de s'assurer de la légalité de la prolongation de la garde à vue de M. Guedjali, malgré son état de santé préoccupant ayant nécessité une interruption volontaire de travail supérieure à huit jours. Malgré de nombreuses relances de la part de Maître Paris, le parquet de Bobigny ne parvient pas à retrouver cette procédure nécessaire à la manifestation de la vérité. Cette disparition s'inscrit dans un contexte plus large et particulièrement préoccupant, marqué par la perte récurrente d'éléments de procédure concernant des affaires impliquant des allégations de violences policières illégitimes. L'inspection générale de la police nationale a par ailleurs été officiellement saisie en date du 12 mai 2025 par Maître Paris s'agissant de ces faits. Il en va du respect des valeurs républicaines de garantir à chaque citoyen un accès égal, équitable et impartial à l'institution judiciaire. Cette exigence ne saurait être considérée comme un simple idéal : elle constitue un pilier de l'État de droit. Or cet accès effectif implique de garantir la transparence des procédures. À ce titre, il appartient aux services du ministère de la justice de se doter des moyens matériels, humains et numériques nécessaires pour assurer la conservation rigoureuse et l'accessibilité des procédures judiciaires dont peuvent faire l'objet les citoyens. L'impossibilité, pour une personne mise en cause ou victime d'agissements graves, d'accéder à une procédure engage directement la responsabilité de l'institution judiciaire et entame la confiance légitime que les citoyens sont en droit d'avoir envers elle. De tels faits nuisent à l'indispensable confiance des citoyens à l'égard de l'institution judiciaire. Il lui demande quelles initiatives il compte mettre en place afin de renforcer le caractère intelligible de la notification des droits auprès des individus interpellés. Il lui demande également quelles mesures il compte mettre en place afin de garantir que les procédures et cotes de procédure soient conservées au sein des différents parquets, de manière à prévenir toute perte ou altération des éléments de procédure nécessaires à la manifestation de la vérité.

M. Aly Diouara attire l'attention de M. le ministre d'État, ministre de l'intérieur, sur les conditions d'accueil des usagers et en particulier des personnes en situation de handicap, au sein des préfectures et sous-préfectures, ainsi que sur la présence d'agents de sécurité privée chargés de l'accès à aux bâtiments préfectoraux. M. le député s'est personnellement rendu le 24 avril 2025 à 14 heures aux abords de la sous-préfecture de Saint-Denis afin d'y évaluer l'accessibilité des services publics. Lors de cette visite, un incident regrettable s'est produit : un agent de sécurité privée lui a opposé un refus d'accès, en dépit de la présentation de sa carte parlementaire. Ce refus n'a été levé qu'à la suite de l'intervention d'un responsable administratif, non sans que les forces de l'ordre municipales aient été contactées pour procéder à un contrôle d'identité de M. le député. Au-delà de ce traitement individuel absolument intolérable, cette situation met en lumière des dysfonctionnements plus profonds dans l'organisation de l'accueil des usagers au sein de ce service public et notamment en ce qui concerne l'accessibilité pour les personnes en situation de handicap. Les aménagements - qu'ils soient matériels, humains ou organisationnels - apparaissent manifestement insuffisants pour garantir un accès fluide, digne et conforme aux exigences légales et constitutionnelles. Par ailleurs, la présence d'agents de sécurité privée en charge de l'accueil soulève une question de légitimité et de légalité. Dépourvus de la qualité d'agents assermentés ou dépositaires de l'autorité publique, ces personnels ne sauraient, en principe, être habilités à filtrer ou apprécier l'accès des usagers aux services de l'État. Dès lors, confier à une entreprise privée de sécurité une mission d'accueil au sein d'un bâtiment de l'État constitue non seulement une délégation illégale de l'autorité publique, mais également une atteinte aux principes fondamentaux de la République, d'égalité d'accès, de neutralité et de continuité du service public. Une telle externalisation de fonctions régaliennes marque une dérive préoccupante dans l'exercice de l'autorité de l'État. En conséquence, M. le député souhaite connaître les mesures que M. le ministre entend prendre afin de garantir, de manière effective et pérenne, l'accessibilité pleine et entière des usagers et en particulier des personnes en situation de handicap, dans l'ensemble des services de l'État. Following the publication of a recent report from the Court of Auditors, several worrying dysfunctions were revealed concerning the management tax exemptions granted to social landlords under the TFPB. These exemptions, essential to improving the living environment of residents and social cohesion, today present numerous difficulties, in particular due to the lack of transparency and control by State services of this tax reduction. The report indicates that the overall cost of tax exemptions granted to social landlords under of the TFPB increased from 113 million euros in 2016 to nearly 2 billion euros in 2021. Mr. Aly Diouara draws the attention of the Minister of National Education to the critical and urgent situation of those accompanying students with disabilities, known as AESH, whose function is essential to ensure the schooling and development of thousands of children with disabilities and whose working conditions remain far from the requirements that national education should have in terms of educational inclusion. Indeed, the ministry counts more than 490,000 students with disabilities enrolled in mainstream education at the start of the 2024 school year, marking a significant increase of nearly 13% compared to the previous year. With only 1 AESH for 4 students, the creation of 3,000 new positions, bringing the number of AESH to nearly 132,000, is not enough to meet the growing needs of students. The Government must imperatively take awareness of the seriousness of the situation, exacerbated by the lack of places in medical-educational institutes. In 2024, 11,000 children will be waiting for a place, an increase of 20% in one year. This structural deficit requires these children to be directed towards the ordinary environment, already faced with a glaring lack of human resources. The situation is particularly worrying in Seine-Saint-Denis, with around 29,100 students in a situation of disability, almost 50% of whom do not benefit from any appropriate support, and a deficit estimated at around 1,700 AESH in schools. In this department already facing major socio-economic challenges, this shortage reinforces inequalities in access to education for the most vulnerable students, thus exacerbating a territorial divide within an area that is nevertheless classified as a priority. Such a deficiency constitutes a hinders the fundamental principle of equality of opportunity, making urgent intervention by the State essential to restore a dignified and inclusive educational service. The AESH profession remains marked by great precariousness, with mainly temporary employment contracts and salaries often below 1,000 euros per month. The initial training, limited to 60 hours, is considered insufficient and difficult to complete with a continuing training, not very accessible and irregular in its implementation. Finally, this profession, although crucial for the educational inclusion of students with disabilities, is carried out 90% by women, thereby contributing to salary marginalization both in terms of remuneration and professional recognition. Mr. Aly Diouara draws the attention of the Minister of the Interior to the inequalities in access to the Ségur bonus for social workers in police stations and gendarmes (ISCG). Legally regulated by the delinquency prevention law of March 5, 2007 and by two circulars which define their framework of employment, the ISCGs have moved from an experimental stage in the 1990s to network coverage. reaching nearly 500 positions this year. According to an evaluation report on the system of social workers in police stations and gendarmerie units from May 2021, the profession, which is very feminized (94%), is distinguished by the great heterogeneity of its conditions of employment and exercise of the function and a certain precariousness in particular among association employees, marked by greater salary gaps and turnover. THE ISCG are key players who contribute to the prevention, assessment and support of situations of domestic violence, vulnerable adults, children in danger or at risk of being in danger and sometimes people involved. The Ségur health reform, introduced in July 2020, brought a salary increase for professionals carrying out support missions for vulnerable groups. We are facing an alarming situation on the budgetary level and the choices that will be made for the year 2025 will be decisive for the future of several million citizens of working-class neighborhoods. From For years, city politics has been in decline. The disengagement of the State in working-class neighborhoods has resulted year after year in successive cuts in credits and a weakening of public services, which have worsened the divide between these already weakened areas and the rest of the country. The announcements made in the finance bill for the year 2025 confirm this trend and notably plan to take 3 billion euros to local authorities, contributing to further weakening their capacity for action. The absence of both a minister fully dedicated to urban policy in the Government and of announcements during the Prime Minister's general policy speech on these issues suggests a political vacuum which leaves the future of the inhabitants of working-class neighborhoods in the shadows. It is imperative that the draft finance law for the year 2025 protects the credits intended for urban policy at the risk of continuing the amplification of social and territorial divisions in the country which are gradually condemning millions of people to abandonment by the public authorities. Mr. Aly Diouara draws the attention of the Minister of Health and Access to Care to the need to establish a national strategy to combat sickle cell disease, which constitutes an important public health issue. This blood disease, although little publicized, is the leading genetic disease in France and in the world. According to available national data, nearly 30,000 people are affected. With more than 500 new cases recorded in France each year, representing a 44% increase in the prevalence of this disease over the last decade, sickle cell disease is the only genetic condition on the rise in the country. Île-de-France and the overseas departments are particularly affected and concentrate the majority of cases. Sickle cell disease manifests itself through serious symptoms which are disabling and weigh on people from a very young age. the life expectancy and daily life of carriers of this pathology. Improving patient care requires in particular systematic and widespread early detection which, both for the sake of efficiency in detecting cases and in the fight against discrimination, must put an end to ethnic targeting. Sickle cell disease is still not the subject of systematic teaching in the curriculum of health professionals. As a deputy for Seine-Saint-Denis, territory particularly affected by this disease, it joins the numerous initiatives of patient associations and health stakeholders, brought to the attention of the Minister's predecessors (including a “White Paper for a national strategy dedicated to sickle cell anemia” written in 2023), who are fighting to bring this disease out of the shadows.
