With the bill, two European Union directives are adopted into Estonian law, the purpose of which is to strengthen the role of equality bodies and improve people's protection against discrimination. In Estonia, the changes concern the Commissioner for Gender Equality and Equal Treatment and his offices. The changes expand the commissioner's rights and duties. In the future, the commissioner can represent victims of discrimination in court, resolve discrimination disputes at the request of the parties, collect more comprehensive statistics and do more information and prevention work than before. It also stipulates requirements for the availability of services and information and emphasizes the need to consider the impact of interwoven discrimination. The bill also strengthens the commissioner's institutional independence by specifying the appointment procedure and budgetary guarantees. Transparency of activities will be increased by providing public action plans, four-year work programs and regular reports to the Riigikogu and the public. The impact of the changes in the law on entrepreneurs and the public sector is estimated to be small, as most of the cooperation with the commissioner is already taking place. The biggest impact will be on the work organization of the commissioner's office, as new tasks and responsibilities will be added, for the fulfillment of which additional resources will be provided.

By changing the law, the e-residency program will be transferred to a card-free and remote e-identification system. The purpose of the changes is to reduce bureaucracy, simplify the application for e-residency and increase the economic impact of the e-residency program. According to the draft, from March 2027, the identity of e-residents will be identified and verified remotely biometrically. For this purpose, the applicant's biometric data and travel document information with data in national databases. From March 2028, the transition will be made to a card-free e-identification tool, i.e. instead of the existing digital ID, the e-resident will have the right to use a digital identity solution without a physical card. The right to use the e-identification tool is granted by the Police and Border Guard Board, and the technical solution is organized by Enterprise and Innovation SA.

The purpose of the changes is to update the work organization of the public service and to make the working conditions and salary organization of people working in state institutions more uniform and clear. The bill harmonizes the working conditions of civil servants and contract workers, the requirements for starting work and the principles of wage management. As a result of the changes, management in state institutions becomes easier and more transparent, and salary decisions are better justified. It will also be updated several work organization rules. For example, the regulation of probationary period and overtime compensation will be harmonized with the Employment Contracts Act, and the procedure for development and evaluation interviews will be simplified. Also, the requirements of official ethics will be applied to all employees of public authorities. The changes also affect the management of public authorities: middle managers, such as heads of department, will in future be appointed for five years to support career opportunities and improve management quality. The procedure for notifying officials of layoffs is also specified. About 28,000 people work in the public service, of which about 6,000 are civil servants in state authorities and 3,000 in local governments. During the last five years, the share of public service has remained stable, making up about 2.8% of the Estonian working-age population.

The bill introduces a provision into the rules of procedure of the Riigikogu, according to which all members of the Riigikogu can form factions. In order to improve the efficiency of population operations and solve bottlenecks, the bill makes changes that reduce the number of places for birth registration and enable births without a health care provider's certificate to be registered on the basis of other sufficient evidence without going to court. In the residence registration procedure, an opportunity is created to register the child's residence at the initiative of the local authority without the consent of the other parent entitled to custody, to create a personal identification number in the EU or a Swiss citizen when registering a residence, and the registration of an EU citizen's residence from Estonia to a foreign country will be simplified. The ability of 15-17-year-olds to perform administrative procedures will also be expanded, allowing them to see and limit the availability of their population register data and provide contact information, additional address and statement-based data.

The purpose of the bill is to strengthen the right of local government to self-organize, to make the operation of local governments more flexible, and to increase the opportunities for residents to have a say in matters of local life. For example, it is possible to initiate a public opinion poll on an important issue of local life if at least 10% of the population (at least 20 people) want it. The council formulates the question and the survey is conducted within six months.
The role of local governments in the business environment is also emphasized in development. Development plans and strategies must clearly define the needs and directions of business, avoiding unreasonable obstacles for local business.
The bill resolves existing legal gaps and contradictions, harmonizes terminology and introduces new regulations, such as the right of local governments to supervise violations of council rules and process personal data within local administration.

The bill reforms the administrative organization of first and second instance courts to be clearer, more efficient and autonomous. Currently, court administration is fragmented - it is handled by several parties, such as the Ministry of Justice and Digital Affairs, the Court Administration Council, court presidents, court directors, and to some extent the Supreme Court. Such distributed responsibility fragments the system and makes it difficult to manage. According to the new law, a larger share is given transfer of court administration tasks from the Ministry of Justice to the courts themselves. A new structure will be created to replace the current court administration council - the Court Administration and Development Council (KHAN). While the previous body was rather advisory and coordinating, KHAN will be the highest decision-making body of court administration. This council directs the development of the courts and organizes administrative decisions at a strategic level. This not only significantly increases the decision-making power of judges support services, but also about the development direction of the courts. In addition, the Court Administration Service (KHT) will be formed, which will provide courts with daily support services such as translation, archiving, and financial and asset management. KHT will take over the previous court administration tasks of the Ministry and the tasks of court directors. KHT is headed by a director appointed for a five-year term, whose activities are controlled by the Administrative and Development Council of the Courts.
