L’article L. 321‑1 du code de l’urbanisme est complété par les alinéas suivants : « Les établissements publics fonciers ont l’obligation de porter à la connaissance des citoyens de leur territoire, toutes informations précises relatives aux projets en cours. « Ces informations portent sur les éléments économiques, financiers et décisionnels relatifs à l’opération d’acquisition et de portage du projet foncier ».
