Ms. Sandrine Runel draws the attention of the Minister of Health, Families, Autonomy and People with Disabilities to the situation of the resource centers for those working with perpetrators of sexual violence (CRIAVS) and to the future of the Stop system that they carry. Created by a 2006 circular on the basis of hospital credits earmarked for psychiatry, the CRIAVS provide training and animation missions health-justice network, clinical support, research, documentary monitoring and prevention of sexual violence for professionals who intervene with perpetrators (or potential perpetrators) of sexual violence. The network now has 35 locations for an average of around 3.9 full-time equivalents per structure, but the coverage remains very uneven depending on the territory. No significant change in their management nor their financing has occurred since their establishment. This question is part of a context of strong mobilization against sexist and sexual violence against children. She believes that prevention, at the primary and secondary level, before taking action, must be fully part of this dynamic. According to the 7th barometer of “Children on the street” published by the Federation of Solidarity Actors (FAS) and UNICEF France, on the night of August 18 to 19, 2025 at least 2,159 children, including 503 aged under three, remained without hosting solution despite a call to 115. This figure is an increase of 6% compared to 2024 and 30% since 2022, reflecting the persistent saturation of accommodation systems and the insufficiency of the resources committed. The figures collected, already worrying, do not reflect the real extent of the situation since many families are unable to contact 115 and unaccompanied minors escape the count. Furthermore, the situation is even more dramatic in the overseas territories, where nearly three out of ten inhabitants live in poor housing or without a home. While 31 children died on the streets in 2024, the Senate called for immediate and extensive action to put an end to this scourge by unanimously adopting, on March 19, 2025, a resolution aimed at putting an end to child homelessness. However, the barometer reminds us that it 250 million euros are missing to maintain the accommodation stock at its current level of 203,000 places in 2025, even though the Government was committed to doing so. In the absence of sincere funding and a sustainable strategy, the objective of “zero children on the street” will remain out of reach. Ms. Sandrine Runel draws the attention of the Minister of State, Minister of the Interior to the cases of early closures of places in emergency accommodation for asylum seekers (HUDA) reported by associations, occurring even though no finance law has yet been definitively adopted. In October 2024, the draft budget provided for the elimination of 6,500 HUDA places. However, the resignation of the Government following the adoption of a motion of censure made these budgetary guidelines obsolete. Despite this, several grassroots associations have reported that prefectures have already closed places. These decisions, taken unilaterally, raise questions about respect for parliamentary prerogatives and the hierarchy of standards. Mme Sandrine Runel appelle l'attention de M. le ministre de l'intérieur sur la liberté d'expression des associations assurant des actions de service public dans le cadre de contrats de la commande publique (appels à projets, marchés publics, etc.). Certaines associations s'inscrivant dans le cadre de la commande publique ont en effet constaté une tendance récente et croissante des pouvoirs publics à vouloir limiter leur parole publique. Celle-ci semble pourtant à Mme la députée indispensable, pour permettre une analyse des politiques publiques - qui peut être critique afin de mettre en lumière certains dysfonctionnements - et la formulation de recommandations visant à améliorer leur mise en œuvre. Cette expertise précieuse peut prendre différentes formes (rapports, interventions dans les médias, etc.) et elle est régulièrement sollicitée par les parlementaires qui trouvent dans ces associations des interlocuteurs pertinents pour interroger les politiques publiques dont elles sont l'un des acteurs. Le principe de « neutralité » imposé par l'article 1er de la loi du 24 août 2021 « confortant le respect des principes de la République » à tout organisme chargé de l'exécution d'un service public semble souvent fonder cette évolution du rôle des associations mandatées en ce sens. Il s'agit cependant d'une interprétation erronée de ce terme, visant à assurer une approche apolitique et laïque des missions qui sont confiées à l'association, sans pour autant priver cette dernière de toute capacité d'expression publique et d'analyse dans les domaines où s'exerce son action. Le guide technique publié par la direction juridique du ministère de l'économie et des finances pour l'application de cet article confirme cette analyse. Elle lui demande s'il peut réaffirmer la volonté du Gouvernement de préserver la liberté d'expression des associations dans le cadre de contrats de la commande publique et préciser que les dispositions de la loi n° 2021-1109 du 24 août 2021 confortant le respect des principes de la République n'ont pas pour objet de limiter leur intervention dans le débat public.

Mme Sandrine Runel attire l'attention de M. le ministre des armées et des anciens combattants sur la situation de la pension militaire, que la Fédération nationale des anciens combattants en Algérie, Maroc et Tunisie (FNACA) porte à l'attention de Mme la députée. Malgré son récent réajustement au 1er janvier 2024, le point de pension militaire d'invalidité (PMI) des pensions et allocations de reconnaissances attribuées aux anciens combattant est en décrochage par rapport aux évolutions des prix. En euros constants, le niveau du point PMI est en diminution depuis 2017. Une augmentation complémentaire de 7,5 % de ce point de pension militaire d'invalidité permettrait de rattraper le retard accumulé ces dernières années. Cette augmentation serait largement compensée par la disparition progressive des ayant droits due à l'âge. Ainsi, s'inquiétant de la situation des anciens combattants, elle lui demande de bien vouloir considérer cette demande et ainsi de pouvoir augmenter le point de PMI de 7,5 % dans les meilleurs délais.
