Après l’alinéa 2, insérer les deux alinéas suivants : « 1°  bis Après le cinquième alinéa de l’article 28, il est inséré un alinéa ainsi rédigé : « Ces fonctionnaires et agents peuvent recevoir les plaintes des victimes des infractions qu’ils sont habilités à rechercher ou à constater par la loi dans les conditions prévues par les articles 15‑3 et 15‑3-1 du code de procédure pénale ». »
