L’article 28 de la Constitution est ainsi modifié : 1° Au premier alinéa, les mots : « d’octobre » sont remplacés par les mots : « suivant le 15 septembre » et à la fin les mots : « de juin » par les mots : « précédant le 15 juillet » ; 2° La première phrase du deuxième alinéa et le troisième alinéa sont supprimés.
