L’article L. 212‑5‑2 du code de l’environnement est complété par un alinéa ainsi rédigé : « Si le schéma d’aménagement et de gestion des eaux limite, restreint ou subordonne une autorisation ou une permission conférée par une disposition législative ou réglementaire, il doit le faire par une disposition expressément motivée démontrant sa nécessité et sa proportionnalité. »
