Riigikogu decision "Appointment of a member of the Riigikogu as a member of the Estonian National Broadcasting Council"

The draft decision envisages nominating Riigikogu member Evelin Poolamets as a member of the Estonian National Broadcasting Council. The decision follows the departure of the current council member Varro Vooglaiu from the faction of the Estonian Conservative People's Party. The Estonian Broadcasting Council consists of members of the Riigikogu and recognized experts in the field of broadcasting. The Riigikogu appoints one representative from each Riigikogu to the council at the proposal of the Riigikogu Culture Committee from the parliamentary group until the end of the mandate of the Riigikogu, and four recognized experts in the field of activities of the National Broadcasting Company, whose mandate lasts for five years.

Act on amending the Higher Education Act and amending other related laws

Eelnõuga tehakse muudatusi kõrghariduse korralduses, et suurendada õppimisvõimaluste paindlikkust, tugevdada kõrgkoolide rahastamise jätkusuutlikkust ning parandada õppe vastavust tööturu vajadustele. Muudatustega laiendatakse eraraha kaasamise võimalusi, võimaldades võtta õppetasu eestikeelsetel üheaastastel magistriõppekavadel ning kehtestades õppetasu küsimise õiguse doktoriõppes. Kõrgkoolidel on edaspidi õigus nõuda õppekulude hüvitamist magistriõppekavadel, mille maht on väiksem kui 120 EAP ja doktoriõppes võib kõrgkool tasu küsida kolmandate riikide kodanikelt. Samuti ajakohastatakse proviisoriõpet, et see vastaks paremini tööturu vajadustele. Proviisori- ja farmatseudi õpet saab edaspidi korraldada eraldiseisvate BA ja MA õppekavade alusel, praegu toimub see integreeritud õppena. Pärast farmatseudiõppe BA lõpetamist võib suunduda juba tööturule üld- või haiglaapteeki. Proviisorina töötamiseks peab läbima ka MA õppe ning siis saab tööle nt ravimiteadlasena ravimitööstusse. Seaduse tasandile tuuakse kõrghariduse kvaliteediagentuuri regulatsioon ning sätestatakse kõrgharidusasutuste üle tehtav järelevalve.

Vocational Education Institution Act Amendment Act

Eelnõu täpsustas nn alustavate õpetajate regulatsiooni kutseõppeasutuse seaduses ning viib selle kooskõlla põhikooli- ja gümnaasiumiseaduses tehtud muudatustega, mis võimaldab üldhariduskoolil sõlmida kuni kolmeaastase tähtajalise töölepingu õpetajatega, kes püüdlevad kvalifikatsiooni suunas (on parasjagu õppes) või kelle tasemeharidus vastab seaduses nimetatud tingimustele, ning tagada töötasu alammäära kohaldamine ka alustavatele õpetajatele, kelle kvalifikatsioon ei vasta veel ametikoha nõuetele. Arvestades kutsehariduse eripära ning kutseõpetajate kvalifikatsiooninõuete mitmetasandilisust kutsestandardite alusel, on vajalik ka täpsustada, milliste alustavate kutseõpetajatega võib sõlmida kuni kolmeaastase tähtajalise töölepingu ning millistel tingimustel. Seaduse eesmärk on toetada õpetajate, sh kutseõpetajate järelkasvu ja tagada paindlikum värbamine olukorras, kus turul ei ole piisavalt kvalifikatsiooninõuetele vastavaid õpetajaid.

Act on amending the State Cultural Awards and Cultural Scholarships Act and the Sports Act

The bill makes the system of cultural and sports awards more flexible. From now on, the law will provide for a limited number of awards, not a specific number. The size of the rewards will depend on the possibilities of the state budget. From the new year, the government will decide on the number and financial amount of the awards in the case of sports awards, and the minister of culture in the case of cultural awards. Both the government and the Minister of Culture make the laureates' decisions according to the commissions to proposals. The details of the candidates for cultural and sports awards must be made public on the website of the ministry no later than February 1. The Minister of Culture also gets the authority to form the cultural awards committee. Until now, the members of the commission were confirmed by the government. This simplifies the procedure and reduces the administrative burden. The bill abolishes the existing national cultural and sports scholarships. Free funds are channeled into other grants to use the money more purposefully. The practice of recent years shows that there has been little interest in cultural scholarships, and some scholarships have not been awarded. When sports scholarships are abolished, state support reaches athletes through other supports. From now on, it is no longer necessary to apply for a sports scholarship, but only for a sports grant from the Estonian Olympic Committee. The changes will reduce the administrative burden for both scholarship applicants and the Ministry of Culture. The need to separate will disappear for organizing scholarship rounds and processing applications. Last year, 156 sports scholarships were awarded in the total amount of 140,400 euros. 20 people received cultural scholarships in the total amount of 46,000 euros. Funds earmarked for scholarships are directed to other grants to make the use of funds more flexible. According to the bill, the law is scheduled to enter into force on April 1, 2026.

In order to develop a teacher's professional skills and shape a professional career, a teacher who meets the qualification requirements is assigned a career rank corresponding to the professional competencies: beginning teacher, teacher, senior teacher, master teacher. A career model with the same structure will be created for both general education and vocational teachers. The amendment sets the establishment of the minimum wage rate for all teachers on a uniform basis, i.e. the minimum wage rate is also provided for for teachers working in vocational education institutions. 2026-2028 are the minimum wage coefficients for the levels of the teacher's career model: beginning teacher 1.0; teacher 1.0; senior teacher 1,1; master teacher 1,3. Becoming a teacher will be made more flexible - people who have a pedagogical education acquired before 2013, but no work experience, or a doctorate can be hired. Instead of the current one year, teacher training students can enter into a fixed-term contract contract for up to three years. The bill also establishes the obligation to certify school principals, according to which the school manager must organize a development interview with each principal once a year, and during the fifth year of work, also an attestation. The attestation is carried out by a committee formed by the head of the school, and it confirms whether the manager meets the requirements set for his position. The amendment to the Basic School and Gymnasium Act is scheduled to enter into force on January 1, 2026, and Amendment to the Vocational Education Institution Act on June 1, 2026.

The Act on Amendments to the Adult Education Act and Amendments to Other Related Acts

The draft stipulates the requirements for an adult trainer. The costs associated with the implementation of the law is covered by ESF funds, state fees and the state budget. The state budget is estimated to cost 100,000 euros, which will be covered from the budget of the Ministry of Education and Research. According to the bill, the law will enter into force on March 1, 2025. The requirements for conducting micro-qualification training will be implemented from September 1, 2025.

Riigikogu decision "Making a proposal to the Government of the Republic to improve the working conditions of teachers"

Act on amending the Act on Pre-School Children's Institutions, the Act on Vocational Education Institutions and the Act on Basic Schools and Gymnasiums

The bill provides an additional basis for excluding a student from a general education school, as well as the legal basis for excluding a student from a vocational educational institution and a child from a preschool institution. According to the bill, a student can be excluded from the list of a general education school also on the basis that the student does not have Estonian residence data, unless it is known that the student is in Estonia and the parent has submitted a confirmation of the studies to continue in this school. An analogous basis is also included for excluding a student from a vocational educational institution and for excluding a child from a preschool institution. The bill provides for the grounds for excluding a student from a vocational educational institution as a whole, which until now are mainly included in the study organization rules established by the school council. The grounds are similar to the grounds for excluding a student from a general education school (e.g. when issuing a graduation certificate, at the request of a parent, repeatedly violates house rules, etc.). According to the bill, the grounds for excluding a child from a pre-school institution (e.g. at the request of a parent, when starting to fulfill school obligations, etc.) are also established as a complete list. According to the current procedure, the municipality or city government establishes the procedure for accepting and excluding children from kindergarten. The explanatory letter states that the adoption of the bill as a law does not entail costs, as well as significant additional activities. Riigikogu decision "Making a proposal to the Government of the Republic"

Eelnõu näeb ette korra arsti, hambaarsti, õe ja ämmaemanda kvalifikatsiooninõuete paremaks kontrollimiseks, kui inimene on omandanud kvalifikatsiooni väljaspool Euroopa Majanduspiirkonna liikmesriike või Šveitsi. Uus kord on läbipaistvam ja õigusselgem ning tõhustab järelevalvet. Edaspidi tuleb kõigil arstidel, õdedel, ämmaemandatel läbida enne Eestis töötamiseks loa saamist 1-6 kuu pikkune tööpraktika ja sooritada teooriaeksam. Tööpraktika aega on võimalik pikendada aastani. Lisaks Terviseametile hakkavad tulevikus kolmandatest riikidest pärit arstide kvalifikatsiooni hindamises osalema veel Tartu Ülikool, Tartu või Tallinna Tervishoiukõrgkool. Kõrgkoolid hakkavad korraldama ka nende tööpraktikale suunamist ja teooriaeksamit. Enne tööpraktikale asumist tuleb Terviseametile tõendada eesti keele oskust või keeleõpingutel osalemist. Eesti keeles tuleb sooritada ka teooriaeksam. Tervishoiuteenuse osutaja, kelle juurde kvalifikatsiooni tunnustamise taotleja tööpraktikale asub, peab määrama talle juhendaja. Tööpraktika ajaks kantakse taotleja Terviseameti tegevuslubade registrisse, et ta saaks ligipääsu tervise infosüsteemi andmetele. Aastas esitab taotluse Eestis arstina tööle asumiseks umbes 40 kolmandatest riikidest pärit arsti ja õena tööle asumiseks 1-2 inimest. Teine oluline muudatus puudutab eelnõus arst residente. Ravikindlustusseaduse muudatustega tagatakse ravikindlustuskaitse kõigile tööpraktikat sooritavatele arst-residentidele sõltumata nende töölepingu kestvusest. Muudatus puudutab ca 60 peremeditsiini arst-residenti, kes teevad residentuuri praktilise koolituse ühekuulisi tsükleid erinevates baasasutustes.
