In 2012, a European directive on energy efficiency encouraging the implementation of “smart grids” was adopted. These are intelligent electricity networks interconnected at European level, which make it possible to optimize production, transmission, distribution and electricity consumption, through data generated by computer systems. Since 2015 and until 2021, Enedis is therefore gradually deploying the new Linky meter, called “intelligent”, on French territory. This meter should make it easier for users by directly communicating consumption data. In addition, it is capable of self-configuration in order to avoid moving technical agents in a certain number of situations. The Linky meter also has an ecological aim by facilitating the insertion of renewable energies in each territory. They work independently in French hospitals and thus participate in the continuity and proper functioning of the public hospital service. But their status is often precarious, therefore not guaranteeing them stability or advancement in their career. In order to have their diploma recognized, they are obliged to follow the practice authorization procedure, which does not take into account their experience in French hospitals. This procedure requires obtaining a competition (list A). However, according to the specialties, a limited or no number of positions are to be filled (in 2015, 10% of candidates from list A obtained the specialty of their choice). Until December 31, 2016, practitioners recruited before August 3, 2010 were able to capitalize on their acquired experience by taking the list C exam. Ms. Michèle Peyron draws the attention of the Minister of Transformation and Public Service to the low attractiveness of the profession of doctors in the departmental maternal and child protection services (PMI). In 2019, at the request of the Prime Minister, the MP submitted a report on the situation of the PMI, drawing an alarming observation due to a lack of means, sense and consideration towards this structure to so vital to protecting the health of mothers and children. The lack of attractiveness of PMI professions is central to this report. In particular, it noted a progressive and constant decrease in the number of PMI doctors, going from 2,210 FTEs in 2010 to 2,040 FTEs in 2015, i.e. a drop in the rate of change of 7.7 percentage points. These multifactorial difficulties can be explained in particular by departures in uncompensated retirement (the report estimating two thirds of the number of PMI doctors reaching retirement age by 2020), a lack of attractiveness in certain geographical areas and a profession little known to students. The salary of PMI doctors can also be considered as a factor of lack of attractiveness, with a gross salary at the start of their career at 2,137 euros for full time (2018 data). She thus formulated several proposals in order to upgrade and strengthen the attractiveness of the status of PMI doctor, including the recruitment of 300 FTEs by 2022 and the creation of a bonus of 300 euros per month to combat territorial health inequalities for PMI doctors. Article 48 de la loi de financement de la sécurité sociale pour 2021 a été modifié par article 44 de la loi du 16 août 2022 de finances rectificative pour 2022, aimed at transformer la prime de revalorisation dite "prime Ségur" en complément de traitement indiciaire, correspondant à 49 points d'indice majoré, pour les personnels socio-éducatifs et paramédicaux du secteur public visés par les décrets du 28 avril 2022 (soit 183 € nets au 1er avril 2022 et 189 € depuis le 1er juillet 2022). Les médecins de protection maternelle et infantile (PMI), à l'instar des médecins exerçant en établissements et services sociaux et médico sociaux, ne sont pas concernés par cette mesure car ils bénéficient depuis le 1er avril 2022 d'un dispositif particulier de revalorisation correspondant à un montant mensuel brut de 517 euros, calculé sur la revalorisation moyenne des praticiens hospitaliers (augmentation de l'indemnité exclusive de service public). Ces médecins sont, dans les faits, rarement fonctionnaires titulaires. En tant que contractuels, ils ne pouvaient bénéficier d'un complément de traitement indiciaire. L'option d'un traitement par prime était donc la plus favorable à la profession. Initialement, le versement de la prime de revalorisation des médecins était régi par les décrets du 28 avril 2022. Dans la mesure où ces décrets ont été abrogés, la prime de revalorisation de 517 € brut est désormais prévue pour the whole ofs médecins visés par le décret n° 2022-717 du 27 avril 2022. Ms. Michèle Peyron draws the attention of the Minister of National Education and Youth to the school harassment experienced by many LGBTQ+ students and the fight against all forms of discrimination and violence, including that of a homophobic and transphobic nature, within schools. According to the report published in 2020 by MP Erwan Balanant, 700,000 students are victims of school bullying in France. Harassment school takes different forms (physical, moral, cyber harassment, sexual) and has pernicious and lasting consequences in the personal development of children. In light of this observation, numerous advances were passed under the previous legislature in order to combat school harassment (creation of an offense of school harassment, pHARe program, national number against digital violence 3018, strengthening of adolescents' homes to free the victims' voices, etc.). The company actually wishes to set up a 50,000 m² warehouse by the end of 2024, capable of processing more than 700,000 packages per day, in place of a natural area whose initial project was initially to transform into an ecological wasteland combining craftsmanship and sustainable development. It is also worth highlighting the opposition of many local residents to this project, particularly due to the proximity of their residences. The establishment of this warehouse would therefore contribute to the phenomenon of land artificialization for which legislators were required to rule under the previous mandate. Indeed, in France, between 20 000 and 30,000 hectares are artificialized each year even though this contributes greatly to climate change and the erosion of biodiversity while undermining agricultural potential and carbon storage. Article 191 of Law No. 2021-1104 of August 22, 2021 on the fight against climate change and strengthening resilience to its effects provides for reaching “zero net artificialization” (ZAN) in 2050 based in particular on a first intermediate objective of reducing by half the rate of consumption of natural, agricultural and forestry areas in the next 10 years. Ms. Michèle Peyron draws the attention of the Minister of Solidarity and Health to the demographic tensions in health matters that Seine-et-Marne must face both from the point of view of city medicine and health establishments. Indeed, access to care seems increasingly complicated for many Seine-et-Marnais residents. According to the Regional Union of Health Professionals (URPS), 800 general practitioners are in activity in Seine-et-Marne as of December 31, 2020, that is to say a ratio on average of less than six general practitioners per 10,000 Seine-et-Marnais, i.e. a drop of 13% compared to 2016. Furthermore, 86% of doctors are not able to welcome new patients according to a study conducted by UFC-Que-Choisir. Seine-et-Marne would therefore be ranked 97th out of 101 departments in terms of medical desertification according to the Order of doctors. The observation is therefore alarming, especially since future forecasts seem to follow the same path. Indeed, the average age of general practitioners is high and many of them will retire in a few years, thus accentuating inequalities in access to care and the difficulties for rural communities in attracting new doctors. Every year 75 general practitioners retire in Seine-et-Marne for only 25 installations. Faced with this observation, the Government has carried out several concrete actions aimed at combating medical deserts, including a healthcare access plan put in place in 2017, included in the My Health 2022 strategy. Medical analysis laboratories were reformed by the decree of February 23, 2015 relating to the procedures for submitting applications for accreditation of medical biology laboratories provided for in the order of January 13, 2010 relating to medical biology. This obligation has placed many analysis laboratories in a difficult financial situation. Indeed, the cost of accreditation represents a significant portion of their turnover for independent laboratories. Many laboratories have therefore had to sell to large private financial groups who have transformed them into simple sampling centers. These so-called “multi-site” sampling centers therefore do not ensure the same quality of care than previously, although this was the initial aim of accreditation. The final date for obtaining this accreditation is December 31, 2017, which is why she is asking the Government to extend this deadline.

Know-how that appeared during the First World War, France has one of the best plastic, reconstructive and aesthetic surgeries in the world. Since then, plastic surgery has been recognized as a surgical specialty in its own right. In fact, it allows to reshape a part of the body to heal, repair or restore it and is qualified by a university degree as “plastic, reconstructive and aesthetic surgery”. However, abuses exist, notably “aesthetic tourism” which can have serious consequences for patients. Also, full recognition by public authorities as well as internationally is necessary to limit these abuses. By Therefore, she asks what the Government intends to do to make the exercise of plastic, reconstructive and aesthetic surgery as restrictive and subject to the same authorization as other surgical specialties in order to avoid abuses.
