Comme le précise le décret n° 2019-1011 du 1er octobre 2019 relatif au Fonds national pour l'emploi pérenne dans le spectacle, « Pour un contrat à durée indéterminée à temps plein, le montant de l'aide est égal à 10 000 euros par an pendant trois ans ». Or il s'avère que ce dispositif est, chaque année, sous-budgété et soumis aux seuls ajouts de crédits gelés. Alors qu'une annulation de crédits en début de gestion a été annoncée par le décret n° 2025-374 du 25 avril 2025 et touche particulièrement la création artistique, il semblerait que ce dispositif soit donc menacé. La qualité de la formation au cinéma et à l'image est un atout, largement reconnu, de l'école française. Celle-ci favorise une pratique artistique et culturelle qui contribue largement à l'émancipation individuelle et collective. En ce sens, les quatre dispositifs « Maternelle au cinéma », « École et cinéma », « Collège au cinéma », « Lycéens et apprentis au cinéma » s'inscrivent dans cette ambition et mobilisent une multitude d'acteurs. Lancés à partir de 1989, ces dispositifs ont connu un grand succès et permettent chaque année, selon la Fédération nationale des collectivités territoriales pour la culture, à près de 2 millions d'élèves et d'apprentis de découvrir le cinéma en salle. Les trois séances prévues (deux séances en petite section de maternelle) dans un cinéma local ainsi que le travail en classe autour des films permettent, d'après le Centre national du cinéma et de l'image animée (CNC), de « faciliter l'accès du plus grand nombre d'élèves à la culture et à l'écriture cinématographique dans une volonté d'égalité entre tous les territoires ». Pour nombre de jeunes, ces séances sont les seules auxquelles ils assistent dans l'année. Elles sont donc vectrices de réduction des inégalités et de cohésion sociale. Par ailleurs, elles ont également un intérêt pédagogique, notamment dans la période troublée actuelle, incontestable : l'éducation à l'art et par l'art. À l'instar de la phase 2023-2024 du premier plan « 5 000 terrains de sport », tous les territoires sont éligibles, avec une priorité portée sur les territoires carencés (QPV, ZRR, outre-mer, qui étaient les seuls éligibles sur la phase 2022-2023) et un objectif de 1 650 équipements en quartiers prioritaires de la politique de la ville (QPV) sur les 5 000 prévus. Alors que 70 % de l'argent public alloué au sport bénéficie à la pratique sportive des hommes, qui occupent entre 85 % et 99 % des équipements sportifs en libre accès, il semble aujourd'hui primordial de prendre en compte l'enjeu d'égalité entre les femmes et les hommes dans l'attribution des subventions publiques. Elle demande donc au Gouvernement quels critères sont établis afin que les équipements sportifs de proximité financés par ce nouveau plan concourent à cet objectif essentiel de mixité de genres et d'accès des femmes à la pratique sportive.

However, given the scale of the needs of these structures, the responses provided by the public authorities to improve the situation, such as increases in benefits and efforts to support the recognition of certain professions in shortage, are largely insufficient. Given the crucial importance of social and socio-cultural centers in the civic life and self-organization of residents, it is imperative to finance their actions in line with their challenges, to avoid in the short term the closure of numerous structures and to initiate a co-construction project with all those co-responsible for social cohesion of a cooperation pact between social centers and public authorities. The MP would like to know whether the Government is considering firstly, put in place the emergency measures necessary to support these structures and enable their survival and the sustainability of their actions. Finally, she would like to know if the Government intends to reflect on the evolution and renewal of their economic model in consultation with the stakeholders concerned.

Following the finance bill where we could see the lack of massive investment in the fight against sexist or sexual violence (SGBV) in higher education and research, associations are worried. The observatory of gender-based and sexual violence, an inter-sector student association created in 2020, indicates in its 2023 barometer that 45% of students do not have access to systems to combat gender-based and sexual violence. If some do not have access to it due to lack of information, others do not have access to it because it seems that these systems are not available on their campuses. In 2013, the Equality referents emerged in universities. If the latter represent a major step forward in the fight against discrimination, they must absolutely be supplemented by dedicated personnel trained in SGBV issues if we wish to have an irreproachable policy against SGBV in higher education. While the fight against SGBV must be everyone's business at all times, she also wants to know the number of referents dedicated to the fight against SGBV and their distribution in higher education. Indeed, while the promises of an affordable Navigo pass are are multiplied, the monthly Navigo subscription will see a new increase of almost 2.6% from January 1, 2024, going from 84.10 euros to 86.40 euros, after a jump of almost 11.8% the previous year (from 75.20 euros to 84.10 euros). The new financial protocol signed between Île-de-France Mobilités and the State, “limiting” the annual increase in the Navigo subscription between now and 2031 to inflation + 1%, thus presents a significant risk explosion in the price of the subscription, in a major inflationary context, which has already largely eroded the purchasing power of Ile-de-France residents. While Île-de-France-Mobilités (IDFM) manages the 3rd densest public transport network in the world, an unprecedented deterioration in the quality of metro and RER lines has been noted in recent years. The prospect of an opening to forced competition of the network currently managed by the RATP, without sufficient social guarantees, nor guarantees in improving the quality of service, increases the pressure on Ile-de-France users, like agents, who are already exhausted. Finally, while “popular games” had been promised to Ile-de-France residents and all French people, an explosion in the price of Ile-de-France transport is looming from July 20 to September 8, 2024, with an increase of almost 86%. the price of a single ticket increasing to 4 euros for zones 1 to 2 and up to 6 euros in zones 3 and 4. Ms. Fatiha Keloua Hachi draws the attention of the Minister of Labor, Full Employment and Integration to the recognition of community utility work (TUC) and similar measures to take into account the long career system. While the regulatory texts were taken in August 2023 in order to specify the terms of application of the article giving entitlement to quarters for the aforementioned schemes, the TUC quarters being counted as assimilated and not contributed do not qualify for early retirement for long careers, which requires having validated the minimum duration required for the full rate, i.e. 172 quarters. The MP is particularly surprised by this provision which greatly penalizes TUC beneficiaries and which has never been mentioned before by the Government as a hypothesis envisaged for the decrees. On the contrary, Parliament has repeatedly demonstrated its clear intention on this subject and that the quarters be deemed to be contributed and not assimilated. This is particularly the case as specified in the explanatory memorandum of the proposed law by the co-authors of the dedicated flash mission of Arthur Delaporte and Paul Christophe but also in the report on the draft social security amending financing law for 2023 in which the rapporteur general of the Social Affairs Committee specified that it was “necessary for these periods to be “deemed to have been contributed” to give entitlement to the early departure scheme for long careers” (extract available on page 222 of the report). Consequently, it calls the attention of the Minister to the urgency of correcting the system so that these quarters are deemed to be contributed like other systems (periods of unemployment compensation, illness, etc.). It is important that the repair of this injustice does not open up other injustices for these women and men who participated in these systems and who are today heavily penalized, once again.

Ms. Fatiha Keloua Hachi draws the attention of the Minister of Labor, Full Employment and Integration to the critical situation of the National Agency for Adult Vocational Training (AFPA). Indeed, the AFPA, the first qualifying professional training organization with the special status of a public establishment of an industrial and commercial nature, is going through a major financial crisis arousing legitimate concern among employees and their representatives. With 91,000 trainees trained per year, 116 centers in 13 regions and more than 7,000 employees, the role of AFPA no longer needs to be demonstrated. However, the organization is experiencing a drop in its workforce and a loss of 1.2 billion euros in six and a half years which should cause the Ministry of Labor to react. The needs of the organization are immense, since for example it would take 840 million euros for the renovation of the AFPA real estate portfolio. The majority union demanded a change of strategy for the organization which became EPIC seven years ago now. Also, the MP questions the Government on the measures to be taken urgently to save the AFPA from bankruptcy on the one hand and on the strategic model of the agency to be re-examined in the long term in order to calmly continue the support that it has been carrying out for more than fifty years now.

Indeed, despite occasional surveys carried out by the national education system in 1994-1995 and at the beginning of the 2000s, for around twenty years no reliable and consolidated figures have been available on the organization of these trips, at least national level. The absence of systematic reporting, at the academie level, of figures on the number of overnight stays, or on the number of classes and participating students is therefore a major obstacle to better promotion of discovery classes. The available figures are most often the result of surveys carried out by popular education stakeholders, who are at the same time partners, organizers and promoters of this type of stay. This The absence of figures is all the more regrettable since it is the academic directors of the national education services, who are the authorities authorized to authorize or refuse school trips offered by the department's schools and therefore those in a position to collect this data. Mme Fatiha Keloua Hachi attire l'attention de M. le ministre de l'éducation nationale et de la jeunesse sur la situation des infirmières scolaires. L'éducation nationale peine à recruter un nombre suffisant d'infirmières scolaires permettant de couvrir l'ensemble des établissements scolaires. Aujourd'hui, on décompte une infirmière scolaire pour 1 600 élèves, ce qui ne permet évidemment pas d'offrir aux enfants l'accompagnement essentiel que représente la présence d'une infirmière scolaire dans un établissement. Pour lutter contre le harcèlement scolaire, pour répondre aux enjeux forts autour de la santé mentale des enfants, pour déceler les signes de violences psychologiques et physiques dont peut être victime l'élève, la présence de ces personnels est indispensable. L'absence de ces personnels s'explique notamment par le manque d'attractivité du métier, qui ne permet pas à l'État de les recruter en nombre suffisant. Le métier manque de reconnaissance et les salaires sont peu attractifs. Combinant les deux, l'absence de prime Ségur est incompréhensible. Dans le cadre des accords du Ségur de la santé, une augmentation de 183 euros nets par mois a été accordée à une large partie des personnels médico-sociaux : évidemment les personnels des établissements de santé, mais aussi des services sociaux et médico-sociaux. Aussi, elle souhaiterait savoir dans quelle mesure le Gouvernement envisage d'octroyer une augmentation similaire aux infirmières scolaires, permettant ainsi une reconnaissance attendue du métier d'infirmière de l'éducation nationale.

Mme Fatiha Keloua Hachi attire l'attention de M. le ministre de l'éducation nationale et de la jeunesse sur les situations de harcèlement scolaire ayant lieu durant les temps de transport scolaire. 30 % des élèves utilisent le bus scolaire lors des trajets domicile-école, matin et soir. Certains cas de harcèlement scolaire se concrétisent lors de ces trajets, durant lesquels le seul adulte présent est le conducteur du car. Lorsque ces situations sont rapportées aux enseignants ou personnels de l'établissement scolaire, un flou subsiste quant à l'autorité compétente pour intervenir, protéger la victime et tenter de faire cesser la situation de harcèlement scolaire. Par ailleurs, ces transports scolaires réunissent souvent des élèves scolarisés dans des établissements différents, l'élève harcelé et l'élève harceleur peuvent donc être en contact uniquement lors de ces trajets école-domicile. Aussi, lorsque ces situations sont exposées notamment aux personnels de l'établissement participant au programme pHARe, il est aujourd'hui difficile pour eux de pouvoir intervenir. Aussi, elle souhaiterait savoir quelles sont les mesures envisagées par le Gouvernement pour lutter contre le harcèlement dans les transports scolaires et quel rôle doit jouer le programme pHARe dans ces situations précises.

Mme Fatiha Keloua Hachi alerte Mme la ministre de l'enseignement supérieur et de la recherche à l'occasion de l'ouverture de la phase d'admission de la nouvelle plateforme Mon Master. En effet, en 2022, l'alerte était déjà faite sur l'incapacité du ministère à permettre à chaque étudiant de faire valoir son droit à la poursuite d'études, inscrit depuis 2016 dans la loi, en proposant à chacun un master. Alors que la plateforme Mon Master, récemment mise en place, devait permettre de « construire une solution nationale et durable pour faciliter l'accès au diplôme national de master », les chiffres annoncés ne semblent pas aller en ce sens. En 2023 encore, les chiffres relatifs à l'admission en master, semblent indiquer un écart considérable entre le nombre d'étudiants ayant candidaté et le nombre de places disponibles : 185 000 places pour 209 000 étudiants candidats. Aussi, Mme la députée souhaiterait savoir quelles sont les intentions de Mme la ministre quant à l'ouverture de places supplémentaires en master, en adéquation avec une augmentation des effectifs. Par ailleurs, elle souhaiterait connaître les solutions qui seront proposées afin de rendre effectif le droit à la poursuite d'études pour les étudiants qui resteraient sans affectation en master.

Mme Fatiha Keloua Hachi appelle l'attention de M. le ministre de la santé et de la prévention sur l'augmentation massive de propositions d'acquisition de la part de grands groupes financiers aux cabinets de radiologues libéraux. Face à la baisse du nombre de praticiens, ces offres financières attractives représentent un danger pour les territoires. Ce procédé n'est pas sans rappeler l'évolution de la gouvernance des EHPAD, des cliniques privées ou encore des laboratoires de biologie. Le scandale ORPEA a déjà montré les limites de ce système. Par ailleurs, l'académie nationale de médecine alertait déjà des difficultés liées à la financiarisation de la radiologie par un communiqué paru le 27 juin 2022. Lorsqu'un cabinet de radiologie est gouverné par un groupe financier et non par des praticiens, l'humain tend à disparaître pour laisser place uniquement à la recherche du profit. Le risque est alors de voir disparaître certaines pratiques des cabinets, jugées peu ou pas assez rentables, ce qui amènerait les futurs patients à devoir se déplacer toujours plus loin de leur domicile pour trouver un praticien acceptant de procéder à l'acte médical nécessaire. Aussi, elle souhaiterait savoir quelles sont les mesures prises par le Gouvernement pour protéger les praticiennes et praticiens des cabinets de radiologues libéraux indépendants de leur rachat par de grands groupes financiers.

Mme Fatiha Keloua Hachi alerte Mme la ministre des sports et des jeux Olympiques et Paralympiques sur la nécessité de mettre en œuvre un véritable plan d'action pour lutter contre les violences sexistes et sexuelles lors des grands évènements sportifs se déroulant en France. Les compétitions sportives majeures représentent de grands moments de fête et de communion pour de nombreuses spectatrices, spectateurs, supporters et supportrices qui y participent. Malheureusement, de nombreux acteurs et actrices venant du monde sportif déplorent régulièrement un manque de réactions et de prises de conscience face à l'ampleur des violences sexistes et sexuelles en leur sein. Ces faits ne se cantonnent pas uniquement aux fédérations sportives ou aux clubs car les grands évènements rassemblant des foules importantes autour d'infrastructures sportives ou de fan zone sont bien trop souvent encore le théâtre de violences sexistes et sexuelles. Alors que le pays se prépare à accueillir l'un des plus grands évènements sportifs mondiaux à travers les jeux Olympiques et Paralympiques de 2024, il est nécessaire dès à présent d'anticiper les moyens pouvant être mis en œuvre pour protéger les participants et établir un protocole pour mettre en sécurité et accompagner les éventuelles victimes. Aussi, des safe zone et des points d'écoute bien identifiés pourraient être installés sur chaque lieu de rassemblement. Des campagnes pourraient être mises en œuvre pour sensibiliser les participantes et participants et communiquer sur les divers dispositifs en place. Par ailleurs, la formation de tous les agents assurant la sécurité des sites apparaît impérative et obligatoire pour qu'ils puissent repérer ces comportements, savoir comment réagir dans de telles circonstances et faire remonter les faits par un protocole précis. Enfin, il existe une véritable inquiétude quant au fait que des réseaux de prostitution puissent se créer ou se renforcer lors de tels évènements au regard du nombre de visiteurs accueillis, c'est pourquoi il est important de rappeler que l'achat d'actes sexuels est interdit en France ainsi que les sanctions encourues et de lutter contre ces réseaux en amont. Ainsi, elle lui demande quelles sont les mesures qui sont mises en œuvre à chaque grand évènement sportif pour protéger les participants face aux violences sexistes et sexuelles et si elle compte les renforcer à l'approche des JOP 2024.

En avril 2022, le Conseil d'État a imposé le versement de la prime éducation prioritaire aux AED. Depuis, le ministre de l'éducation nationale a annoncé que la prime serait également versée aux AESH. Cependant, les projets des décrets à venir concernant les primes REP et REP+ pour les AED et AESH ne prévoiraient pas les mêmes montants de primes que pour les autres personnels : 3 263 euros en REP + et 1 106 euros en REP, contre 5 114 euros et 1 734 euros pour les autres. La prime des AESH et AED serait donc inférieure à plus de 35 %, sans aucune explication. En effet, rien ne justifie cette prime minorée, pourtant fixe pour l'ensemble des autres personnels de l'éducation nationale. Aussi, elle souhaiterait savoir quels montants de primes percevront les AED et AESH exerçant dans des établissements REP et REP+ et si ce montant diffère des autres personnels de l'éducation nationale, quel en est le motif.

Mme Fatiha Keloua Hachi alerte M. le ministre délégué auprès du ministre de la transition écologique et de la cohésion des territoires, chargé de la ville et du logement sur la situation des offices HLM, à l'occasion du renouvellement de leurs marchés de fourniture d'électricité. En effet, face à l'envolée des prix de l'électricité de nombreux bailleurs sociaux, dont les contrats arrivent à échéance à la fin de l'année 2022, se retrouvent dans l'impossibilité de renouveler leur marché de fourniture d'électricité. Depuis 2016 et l'ouverture des marchés de l'énergie à la concurrence en Europe, les bailleurs sociaux ne bénéficient plus des tarifs réglementés de vente d'électricité et sont dans l'obligation de se fournir sur les marchés de gros. Ainsi, de nombreux organismes HLM se retrouvent aujourd'hui dans l'impasse dans un contexte d'explosion des prix, parfois multipliés par 6 ou 7 par rapport aux tarifs en vigueur aujourd'hui et de forte volatilité sur le marché de l'énergie. Une situation d'autant plus alarmante que de grands fournisseurs d'énergie (EDF, Engie, Total Energie) ne répondent désormais plus aux appels d'offres. En Seine-Saint-Denis, par exemple, la situation du premier bailleur social du département (Seine-Saint-Denis Habitat) illustre le caractère alarmant de cette situation. Alors que le contrat de fourniture d'électricité du bailleur s'achèvera à la fin de l'année 2022, en l'absence de mesures, certains locataires risquent de voir leur facture passer de 60 euros par mois à plus de 280 euros mensuels et ce dès le 1er janvier 2023, pour des locataires dont le reste à vivre est souvent bien inférieur à 10 euros par jour. Mme la députée attire donc l'attention de M. le ministre sur les conséquences dramatiques sur le pouvoir d'achat des locataires HLM et sur la nécessité de mesures urgentes pour réguler les prix et faire bénéficier les organismes HLM et leurs locataires d'un bouclier tarifaire efficace. Elle lui demande enfin quelles mesures le Gouvernement compte prendre pour alléger la facture des ménages et réduire les coûts de production et permettre ainsi aux bailleurs sociaux d'assurer durablement leur mission sociale dans ce contexte de crise énergétique. Aussi, elle souhaiterait savoir quelles sont les véritables intentions du Gouvernement concernant une potentielle extension du bouclier tarifaire à la fourniture d'électricité et lui demande d'en clarifier les conditions ainsi que les délais.

Mme Fatiha Keloua Hachi attire l'attention de M. le ministre de l'éducation nationale et de la jeunesse sur le manque d'accompagnants et d'accompagnantes des élèves en situation de handicap (AESH). Ces personnels sont recrutés par l'État pour pouvoir accompagner les élèves qui ont reçu une décision favorable de la maison départementale pour les personnes handicapées (MDPH). Depuis la rentrée scolaire 2022, le nombre d'élèves qui détiennent une notification MDPH mais qui n'ont pas d'AESH est très inquiétant. Ce manque criant de personnels est directement lié aux conditions de travail des AESH : des contrats précaires et très majoritairement à temps partiel, parfois à cheval sur plusieurs établissements scolaires et pour un salaire mensuel moyen de 840 euros par mois. Durant la précédente législature, le groupe Socialistes et apparentés a proposé à de nombreuses reprises d'améliorer les conditions de travail des AESH : CDIsation dès l'embauche, fixation de l'affectation des accompagnants et d'accompagnantes au minimum 45 jours avant la rentrée, calcul du temps effectif de travail pour développer les contrats à temps complet... Toutes ces mesures ont été systématiquement rejetées par la majorité parlementaire. Aussi, elle souhaiterait savoir quelles mesures sont envisagées par le Gouvernement à la fois pour permettre à chaque élève qui en a besoin de pouvoir être accompagné d'un ou d'une AESH, mais aussi pour rendre le métier d'accompagnant ou d'accompagnante plus attractif.

Mme Fatiha Keloua Hachi alerte M. le ministre de la transformation et de la fonction publiques sur la situation des agents territoriaux spécialisés des écoles maternelles (ATSEM), qui ont entamé, début septembre 2022, un mouvement national de grève. Ce mouvement de grève alerte sur la situation de plus de 50 000 agents, quasi-exclusivement des femmes. Celles-ci dénoncent un manque de reconnaissance, un niveau de rémunération insuffisant vu la pénibilité de leur travail et demandent une révision de leur statut. En effet, le métier d'ATSEM a connu des évolutions majeures, s'accompagnant d'une augmentation des qualifications et d'une diversification des tâches, sans changement notable de leur statut. Les ATSEM accompagnent ainsi les enfants scolarisés en maternelle tout au long de la journée dans leurs activités, elles apportent aussi une assistance technique et éducative à l'enseignant et peuvent prendre en charge des activités périscolaires, notamment lors de la pause méridienne. Mme la députée souligne donc la nécessité d'une réflexion sur l'évolution du statut des ATSEM en cohérence avec l'ensemble des missions qu'elles sont amenées à exercer. Enfin les ATSEM n'ont pas bénéficié, contrairement aux puéricultrices, aides-soignants et aides à domicile, de la « prime Ségur », ni d'un passage à un statut de fonctionnaire de catégorie B, comme annoncé par le précédent gouvernement. Ainsi de nombreuses ATSEM dénoncent le manque de reconnaissance d'un métier au caractère indispensable dans le cadre scolaire et dans le développement des jeunes enfants. Ainsi Mme la députée demande si le Gouvernement envisage la revalorisation de la rémunération des ATSEM et envisage de revenir sur leur exclusion de la prime Ségur. Mme la députée souhaite savoir ce que le Gouvernement compte faire pour mieux prendre en compte la pénibilité du travail des ATSEM, tout au long de leur carrière. Finalement elle lui demande s'il compte engager une réflexion sur le statut des ATSEM et notamment sur leur pleine intégration dans la communauté éducative, alors qu'elles ne sont aucunement rattachées au ministère de l'éducation nationale.

Mme Fatiha Keloua Hachi alerte M. le ministre de la santé et de la prévention sur la situation sanitaire relative à la variole du singe et demande une clarification de la stratégie gouvernementale face à la propagation rapide de la maladie en France. Alors que la France recensait plus de 1 500 cas au 21 juillet 2022, chiffres encore potentiellement sous-estimés, l'Organisation mondiale de la santé (OMS) a décidé de déclencher le 23 juillet 2022 son plus haut niveau d'alerte sanitaire, pour tenter de contenir la flambée des cas. En France, associations et professionnels de santé dénoncent la lenteur et la relative faiblesse de la stratégie vaccinale, ainsi que l'absence de stratégie de prévention claire et adaptée. Mme la députée interroge M. le ministre sur les mesures envisagées par le Gouvernement pour amplifier la réponse sanitaire et accélérer la stratégie vaccinale, afin d'empêcher la propagation de la maladie à la population générale. Alors que la vaccination est considérée désormais comme la voie la plus efficace de lutte contre cette maladie, Mme la députée souligne le manque de transparence criant dans la gestion de cette nouvelle crise sanitaire et demande si le Gouvernement envisage une plus grande transparence concernant le nombre de doses de vaccins disponibles, la taille des stocks et la stratégie d'approvisionnement de la France. Enfin, elle lui demande si le Gouvernement envisage une stratégie spécifique pour les personnes immunodéprimées ou vivant avec le VIH, qui pourraient nécessiter un schéma vaccinal plus long pour être totalement immunisées.
