Provides that return receipt provided by the Postal Service to a sender of mail showing to whom and when an article was delivered, or to whom and when an article was delivered, or to whom, when, and address where an article was delivered, shall be received in the courts as prima facie evidence of the delivery.

Requires the Postal Service to establish, not later than two hundred forty days after the date of the enactment of this Act, a mail delivery insurance program which will enable any person transmitting any matter in the domestic mail to purchase, with respect to such matter, insurance against any loss sustained by that person because the insured matter was not delivered to the addressee, or delivered to the addressee after the insured delivery date. Provides that coverage under the mail delivery insurance program shall: (1) not exceed $2,500 with respect to each insured matter transmitted in the mail, and (2) not include the value of the insured matter itself, if such matter is damaged or lost, but only losses resulting from the late delivery or nondelivery of such matter. Directs the General Accounting Office to conduct an investigation and study of domestic mail service for the purpose of establishing a schedule of standard processing and delivery periods for such mail service.

Provides that the Postal Service shall establish and assure, to all postal patrons, service standards which include but are not limited to: (1) next-day delivery of mail deposited for delivery within a five-hundred-mile radius; (2) delivery within not more than three consecutive days of mail deposited for delivery within the United States outside a five-hundred-mile radius; (3) carrier services, including parcel post delivery, on a six-day-a-week basis; (4) post office window service on a six-day-a-week basis; and (5) second attempt delivery of parcel post. States that any administrative or managerial official of the Postal Service who knowingly and willfully engages in specific actions to violate any of these service standards, or to prevent or impede the efficient and effective application of and adherence to such standards, shall be discharged from the Postal Service. Provides that public service costs, as determined by postal service, for providing a maximum degree of effective and regular postal service nationwide, in communities where postal office may not be deemed self-sustaining, as elsewhere, and in complying with this Act at reasonable and equitable rates and fees shall be paid out of the general fund of the Treasury and shall not constitute direct charges in the form of rates and fees upon any user or class of users of such public services, or of the mails generally.

Provides for the payment out of the general fund of the Treasury of public service costs for providing a maximum degree of effective postal service nationwide, in communities where post offices may not be deemed self-sustaining, and in complying with the standards set forth under this Act. Requires the Postal Service annually, in requesting authorizations, to present to the appropriate legislative and appropriations committees of the Congress a comprehensive statement of its compliance with the public service cost policy established under this Act.
