Postal Service Reform Act - Authorizes to be appropriated to the Postal Service each year such sums as may be necessary to enable it to carry out its purposes, functions, and powers. States that revenues and fees collected by the Postal Service shall be deposited in the general fund of the Treasury. Makes technical and conforming amendments. Requires the Postal Service to consult with agencies of State and local governments with respect to the construction of specified Postal Service facilities. Provides for hearing procedures with respect to proposals for such construction. Provides that in promoting Postal Service employees consideration shall be given to demonstrated ability and not exclusively to seniority. Requires the Postal Service not to give significant consideration to performance on competitive examinations in appointing officers and employees. Directs the Postal Service to give preference in employment to persons who reside in, and have knowledge of, the community to be served. Requires the establishment of a sectional center for the sorting and distribution of mail in each county of the United States, to be located in the trading center of the county.

Provides that the President shall appoint the thirteen members of the Council to be representative of postal services employees, major mail users, and the public at large. Provides that the terms of the Postmaster General and the Deputy Postmaster General shall be fixed by the Governors of the Board of Governors. Sets forth the requirements governing the annual authorization of appropriations. States that there shall be appropriated to the Postal Service, pursuant to annual authorizations enacted by the Congress, amounts equal to all revenues received by the Postal Service. Provides that the Postal Rate Commission shall have the authority to initiate reviews and hearings with respect to the activities of the Board of Governors and the Postal Service under this chapter. Enumerates the procedures governing such reviews and hearings. Requires that when the Postal Service determines that there should be a change in the nature of postal services which will not generally affect service on a nationwide or substantially nationwide basis, it shall post notice of such proposed change at any postal facility which will be substantially affected by such proposed change and at any other appropriate place or location. Requires that the Postal Rate Commission shall, on a regular basis, conduct regional hearings to afford interested parties with an opportunity to bring to the attention of the Commission problems, questions, and issues with respect to postal service and rates of postage.

Treasury, Postal Service, and General Government Appropriations Act - Title I: Treasury Department - Treasury Department Appropriations Act - Makes appropriations for necessary expenses in the Office of the Secretary of the Treasury, the Federal Law Enforcement Training Center, the United States Customs Service, the Bureau of the Mint and other specified units of such Department. Title II: Postal Service - Postal Service Appropriation Act - Makes appropriations to the Postal Service Fund. Specifies an amount to be made available only for transfer to the Civil Service Retirement and Disability Fund. Title III: Executive Office of the President - Executive Office Appropriation Act - Makes appropriations for the expenses of, and for salaries of personnel of, specified offices and councils under the Executive Office of the President. Title IV: Independent Agencies - Independent Agencies Appropriations Act - Makes appropriations for independent commissions, committees, councils, services and offices of the Federal Government. Provides for a payment to the Civil Service Retirement and Disability Fund. Makes appropriations for salaries and necessary expenses for the United States Tax Court. Title V: General Provisions - Sets forth limitations upon the use of funds appropriated under this Act for travel expenses. Sets forth limitations upon the utilizations of funds appropriated under this Act for purposes of procurement and purchase of various specified items. Title VI: General Provisions - Limits the amounts which may be used for the purchase of passenger motor vehicles by executive agencies and departments. Directs the Postal Rate Commission to annually prepare and submit to the President a separate budget of the Commission's expenses, including, but not limited to, expenses for facilities, supplies, compensation, and employee benefits. Specifies that the President shall include the budget of the Commission, with his recommendations but without revision, as a separate item in the budget submitted to Congress. Stipulates that the Commission shall determine the date or dates on which new rates, fees, mail classification schedules, and changes in the schedule shall become effective, and such decisions shall not be subject to approval, allowance under protest, modification, or rejection by the Board of Governors of the Postal Service. Provides for changes in the organizational structure of the Postal Rate Commission. Establishes the Postal Rate Commission as an independent establishment of the executive branch of the Government of the United States. Sets forth criteria for the promotion or transfer for postal service officers and employees. Authorizes to be appropriated to the Postal Service for reimbursement for public service costs an amount not more than 20 percent of the total operating expenses of the Service for the immediate preceding fiscal year.

Provides that upon the adoption of this resolution it shall be in order to move that the House resolve itself into the Committee of the Whole House on the State of Union for the consideration of the bill (H.R. 8053) to amend title 13, United States Code, to establish within the Bureau of the Census a Voter Registration Administration for the purpose of administering a voter registration program through the Postal Service. States that after general debate, which shall be confined to the bill and shall continue not to exceed two hours, to be equally divided and controlled by the chairman and ranking minority member of the Committee on House Administration, the bill shall be read for amendment under the five-minute rule. Provides that it shall also be in order to consider the text of the bill H.R. 11713 if offered as an amendment in the nature of a substitute for said committee substitute, notwithstanding the provisions of clause 7, Rule XVI. States that at the conclusion of the consideration of H.R. 8053 for amendment, the Committee shall rise and report the bill to the House with such amendments as may have been adopted, and any Member may demand a separate vote in the House on any amendment adopted in the Committee of the Whole to the bill or to the committee amendment in the nature of a substitute. Provides that the previous question shall be considered as ordered on the bill and amendments thereto to final passage without intervening motion except one motion to recommit with or without instructions.
