La Constitution est ainsi modifiée : 1° À l’article 8, après le mot : « Ministre », la fin du premier alinéa est ainsi rédigée : « et le vice-Premier ministre chargé du développement durable. Il met fin à leurs fonctions sur la présentation par le Premier ministre de la démission du Gouvernement. » 2° L’article 21 est complété par un alinéa ainsi rédigé : « Le vice-Premier ministre chargé du développement durable assure l’inscription de l’action du Gouvernement dans le développement durable et sa conformité à la Charte de l’environnement. »
