The aim of the law is to ensure the proper implementation of European Union legislation (especially the regulation on the transfer of proceedings) in Estonia and to solve the bottlenecks that have arisen in practice and to reduce redundant bureaucracy in international cooperation with EU member states, to fill the gaps in the current law and to simplify the system of recognition of financial penalties.
Riigikogu otsuse eelnõu teeb Vabariigi Valitsusele ettepaneku algatada laste vastu toime pandud seksuaalkuritegude regulatsiooni muutmiseks vajalikud seadusemuudatused. Eelnõu eesmärk on tugevdada laste õiguste kaitset, tagada seksuaalkuritegude ohvritele parem juurdepääs õigusemõistmisele ja toele ning parandada lastega tegelevate spetsialistide ettevalmistust. Samuti kaotada või muuta oluliselt pikemaks laste vastu toime pandud seksuaalkuritegude aegumistähtaja ajaline piir, karmistada selliste kuritegude eest määratavaid karistusi, töötada välja riiklik hüvitis kuriteoohvritele ning rakendada spetsiaalset koolitust lastega tegelevatele spetsialistidele.
The bill amends the Criminal Code (KarS) and the Victim Assistance Act (OAS). The purpose of the changes is to incorporate the EP and Council Directive (EU) 2024/1712 on combating human trafficking and enhancing the protection of victims into Estonian law. The new version of the directive makes 23 changes to the previously valid directive. Many of them already have a counterpart in Estonian law and no changes need to be made.
The purpose of the changes is to enable prison sentences handed down in foreign courts to be carried out in Estonian prisons if there is a corresponding international agreement. The purpose of the prison lease is to keep the premises of Tartu Prison in their intended use and to keep the prison staff busy. In addition, the broader goal of the amendment is to reduce state costs, increase revenues and thus contribute to ensuring the sustainability of state finances.
The purpose of the bill is to ban both domestic and cross-border surrogacy in Estonia, to define the legal framework in situations where Estonian citizens or residents participate in the surrogacy process abroad. The draft does not criminalize the child or the surrogate mother, but focuses on the responsibility of the orderer and intermediary.
The Names Act is being amended to create the possibility to request a new first or last name in the population register online and to make related automatic decisions and entries. The procedure for changing the first name at the person's request is also simplified. The State Fees Act specifies the state fee rate for the repeated issuance of administrative acts for name applications and abolishes the previous basis for processing a first name change free of charge.
The bill approves the 2022 amendments to the Maritime Labor Convention of the International Labor Organization. These concern the rights and well-being of crew members, including compensation for damage, assistance in the event of abandonment, provision of internet access on board, medical assistance, repatriation of a body and death investigations. It also specifies occupational safety requirements and the content of documents that prove guarantees for the fulfillment of contractual obligations.
With the bill, international labor standards are adopted into Estonian law, which improve the working and living conditions of crew members and fishermen and strengthen maritime safety. The bill also helps to resolve two infringement procedures initiated by the European Commission. The 2022 amendments to the ILO Maritime Labor Convention and two EU directives concerning the working conditions of crew and fishing vessels will be adopted. A number of government and ministerial regulations will also be amended so that ensure compliance with international requirements.
The ILO is an international organization to which Estonia belongs and whose goals are to promote labor standards and basic labor principles, ensure decent work, and strengthen tripartism and social dialogue.
The amendments to be ratified serve several purposes. First, to make the membership of the ILO Governing Body more representative. The number of members in the Administrative Council, i.e. the main decision-making executive body of the ILO, is increasing - currently there are 56 members in the Administrative Council, after the changes, 112 members.
Currently, industrially important countries have designated seats (USA, UK, France, Germany, Italy, India, Japan, China, Brazil, Russia) which always belong to the ILO Governing Body. When the changes enter into force, the appointed seats will disappear, ensuring greater representativeness in the Council and enabling more countries to participate in the work of the Administrative Council.
The principle is provided that the composition of the administrative board must be sufficiently representative, taking into account the different geographical, economic and social interests of governments, workers and employers' representatives.
Second, the process of appointing the ILO Director-General will be made more inclusive of members. According to the changes, the Director-General is appointed by the Administrative Council, which forwards the decision to the ILO General Conference for approval (i.e. the highest decision-making body of the ILO, which meets once a year and is attended by representatives of each member state of the ILO representatives). Currently, the general director is only required to be appointed by the administrative board.
Thirdly, it will be possible to change the most important principles of the ILO Statute with the support of ILO members greater than before. In the future, fundamental changes (such as changes to the founding principles of the organization or to the appointment of the Director General) will require greater support, with a 3/4 majority of the conference, and must be ratified or approved in order to take effect. praise 3/4 of the ILO members. According to the current constitution, a 2/3 majority of the delegates is required if the changes are ratified or approved by 2/3 of the organization's members, and five of them must be from the ten industrially important countries.
The amendments to the ILO Statute have not yet entered into force because not enough countries have ratified them. Amendments to the statute have been ratified by 127 out of 187 member states and will enter into force if two one third of the ILO member states, including five industrially important member states, ratify the changes. At present, two industrially important countries have ratified the amendments: India and Italy. Estonia has no obstacles to ratifying the changes.
The bill has a positive impact on the country's foreign relations, as it is important that the ILO adopts decisions that are as representative as possible and received by the members of the organization broad-based support.
Due to the ratification of the amendments to the ILO statute, no changes will be made to Estonian legislation.
The bill changes the size of the fine unit, which is the basis for setting a fine, provided in the Penal Code (hereinafter KarS) and doubles it, i.e. from four euros to eight euros. At the same time, the calculation of the amount of the fine will be made more flexible, the restriction will be abolished, according to which a fine of at least three fine units, or 12 euros according to the current rate, can be imposed for a misdemeanor. As a result of the change, a misdemeanor can be determined in the future, the fine for the commission will also be the amount of one fine unit, i.e. eight euros.
An exception is created for the treatment of minors, and the calculation of the fines imposed on them must be based on half of the amount of the fine provided by law. If the law prescribes a fine of up to 300 fine units as the maximum permitted punishment, a minor can only be fined up to 150 fine units for the same violation.
Fine due to the increase, the misdemeanor procedure code (hereinafter VTMS) will also be amended. The Traffic Act (hereinafter also referred to as LS) stipulates seven euros instead of five euros as the basis for calculating the warning fine for exceeding the permitted driving speed. Due to this change, the maximum warning fine allowed in the written warning procedure will also be increased.
The draft provides for the ratification of amendments to the Rome Statute of the International Criminal Court. There are five amendments to the statute in the bill. Of these, three relate to the use of prohibited weapons and one to hostilities against civilians, and one deletes the transitional provision contained in Article 124.
The purpose of the bill is to enable the transition to digital administrative procedures (as well as court proceedings) and to expand the possibilities of prisoners in prison for resocializing activities: expanding the possibilities of using the Internet, enabling the use of mobile phones for inmates of open prisons, as well as allowing the use of mobile phones for short-term trips, allowing a wider range of short-term meetings, including telebridge through mediation. The provisions governing such rights and obligations have remained largely unchanged, but considering the development of society, it is expedient to move to digital administration in prisons as well and to expand the opportunities for inmates to use technology. In order to enable the use of digital solutions in question, prisons are given the right to handle inmates in the necessary volume (and with their prior consent) personal data.
The bill reduces the length of the maximum solitary confinement sentence provided by law in order to bring the provisions of VangS into line with international recommendations, provides for the withholding of receivables from the money transferred to the personal account of the arrested person, and makes the document for detecting the intoxication of a probationer directly enforceable in order to reduce unnecessary workload.
Amendments to the Criminal Probation Act will facilitate examination costs collection from a person on probation, eliminating the need for unnecessary civil court proceedings, in which only the existence of a drunkenness identification document is confirmed and the person is obliged to compensate the expert's costs. The amendment to the Penal Code makes the attempted illegal transfer of a substance and object in a place of detention punishable. The amendment to the Enforcement Procedures Act is related to the withholding of funds from the personal account of the arrested.
The purpose of the draft Victim Assistance Act (OAS) is to improve the availability and quality of victim assistance services provided to victims of violence, crime or crisis and to make the system for applying for benefits for victims of crime more victim-friendly.
The draft stipulates services that have not yet been legally regulated, their purpose and content, and the requirements for the service provider. The current law does not include the following services provided for in this bill: psychosocial assistance in crisis cases, sexual violence crisis assistance, restorative justice services and support for giving up violence. Those services that already exist in the current law, but whose conditions are sometimes unclearly formulated or, on the contrary, are too detailed, are specified: the service for victims of human trafficking and the service of the women's support center. For the first time, the bill provides for provision of psychosocial assistance. It is necessary to respond to the victims' need for assistance a comprehensive approach that includes consideration of social, psychological and emotional aspects and treating the person as a whole. Ensuring psychosocial assistance can include providing psychological first aid to a person who has just been attacked in a public place, longer support in restoring a sense of security and settling his life for a victim of domestic violence, as well as in the event of a crisis with a large impact, the lives of dozens of people starting the processes that affect it. The draft formulates the obligation of all providers of victim assistance services to provide psychosocial assistance.
In the current law, SKA's obligations in providing and organizing victim assistance are insufficiently stipulated. The draft formulates the purpose and content of victim assistance services and stipulates the tasks of SKA in organizing victim assistance. All the relevant sections of the draft stipulate the differences in the provision of victim assistance in the case of a minor victim. Everything the specified clarifications are important in order to ensure the clarity of which services are to be provided and how they must be provided, also taking into account the needs and rights of children.
The purpose of the bill is also to provide common fundamental bases for the provision of victim assistance, which are highlighted by various directives and conventions concerning the rights of victims of violence. The current law does not present such principles, although taking into account the nature of the violence experienced by the victim and the victim's primary needs, re-victimization prevention, ensuring a hearing, involving the victim in all stages of assistance, etc. are extremely important from the point of view of the victim's recovery.
The draft stipulates the legal basis for the exchange of data to ensure victim assistance. Currently, significantly fewer victims reach victim assistance than crimes are processed. The aim of the bill is to take the responsibility of victims in the most difficult situations to actively seek help themselves. The basis for data exchange is provided both for victims in need of special treatment and protection, high-risk victims of domestic violence and other victims, including minors. In addition, the obligation of confidentiality is stipulated, i.e. the information about the victim and the perpetrator of violence that became known during the provision of victim assistance must be kept.
An important place in the draft is to stipulate the requirements for education and further training of providers of victim assistance, the purpose of which is to ensure that they work with victims in a vulnerable situation appropriately trained specialists.
In addition to the above, the purpose of the bill is to ensure mental health assistance supporting recovery from trauma (defined as compensation for the cost of psychological assistance in the current law) also for those victims of sexual violence and domestic violence and their children, with whom proceedings have not been initiated due to the lack of physical evidence, the statute of limitations for the crime, etc., but whose need for help remains and the trauma they experienced prevents moving on with life.
Regarding the compensation paid to victims of violent crime, the goal is to make the compensation more accessible and the application more user-friendly. For this purpose, the principles of compensation calculation are changed. Compared to the current law, state subsidies (funeral allowance paid by the local government, survivor's pension, work ability allowance) will not be deducted from the compensation in the future, victims of working age do not need to undergo an assessment of work ability at the Unemployment Fund, certain in these cases, it is not necessary to submit cost documents.
The purpose of the bill is to make the procedure for collecting alimony claims more effective than before. The draft provides for a regulation that will allow the enforcement of alimony claims that become enforceable in the future to be given to the bailiff. The amendment clarifies the right of the claimant of alimony to subject the payment of alimony to the constant control of the bailiff in the event that the person obliged to pay alimony does not pay alimony voluntarily.
The Business Register Act stipulates the data composition of the business register, the procedure for making entries and keeping the register, supervision and responsibility.
The business register is a database belonging to the state information system, the purpose of which is to collect, store and disclose information about private legal entities established under Estonian law, self-employed persons operating in Estonia and branches of foreign companies.
E-business register is an online platform through which can submit applications to the business register and consult the disclosed data on legal entities and self-employed persons. In addition to data from the business register, the e-business register can also disclose public data from other databases and available through other services.
The purpose of the bill is to harmonize the registration procedure of legal entities.
The register of non-profit organizations and foundations will be renewed as part of the business register, which will change making the registration procedure simpler and clearer for both entrepreneurs and the registrar. Among the other changes, the most important are the changes concerning the private limited company, because according to the draft, the minimum capital requirement for the limited company will be abolished and the list of shareholders will be kept from the business register.
The bill also improves the registrar's monitoring capabilities, directing legal entities to better fulfill their reporting obligations. For this purpose, it is simplified and accelerated deletion from the register due to failure to submit the annual report. The registrar's monitoring capabilities will be expanded to ensure the reliability of business register data and the fulfillment of the reporting obligation of entrepreneurs.
The minimum capital requirement for a private limited company will be abolished, which forces the founders to think more about the capital needed for the limited company's activities than before. If currently the minimum capital established by law is mostly automatically selected when a private company is established, which does not have to be paid in and which therefore does not say much about the reliability of the private company and the thoroughness of its establishment, then in the absence of this possibility, the selected and paid-in share capital provides the necessary information about the reliability of the private company to third parties as well. In addition, the current minimum capital of 2,500 euros has lost its value compared to when this amount was originally established in 1995.
The bill creates the possibility to reserve a business name for six months in the e-business register, so that it is better possible to prepare the establishment of a company and that a suitable business name is available when submitting an application to the business register.
The entry into force of the law has been divided into three stages, as the volume of information system developments is large and entry into force in one stage would therefore not be possible. The general date of entry into force of the law is February 1, 2023, changes to the list of shareholders enter into force on September 1, 2023, and the business name booking and the possibility of requesting an entry on a specific date, March 1, 2024.
The bill creates a procedure for determining alimony for a minor child that meets the Estonian standard of living and is flexible. The bill establishes new criteria that must be taken into account when determining the amount of maintenance. According to the bill, the amount of maintenance is based on the real needs of the child, the possibilities of the obligee and the amount of time he spends with the child, the number of children entitled to maintenance and the child support paid to the family and a family with many children taking into account the support.
The bill replaces the current minimum maintenance amount, which is half of the minimum monthly salary established by the government, with fairer and more flexible maintenance calculation bases. In 2021, the amount of minimum maintenance is 292 euros per month per child.
The explanatory letter states that the current minimum alimony no longer fulfills a simplifying function in court proceedings and may not protect the interests of the child receiving alimony. Livelihood so far the minimum wage rate used in the determination is too high for most of the obliged persons. It does not reflect the actual expenses for the child, the number of children receiving maintenance, the property status of the obligated person, or the amount of time he spends with the child. Due to the rapid increase in the minimum wage, many parents who are obligated to pay child support have inadvertently ended up in debtor status, as paying the minimum child support is beyond their means. The same for this reason, the reduction of the originally planned subsistence allowance below the minimum is becoming more and more frequent. As a result of the above, the settlement of maintenance disputes in court has become complicated, often resulting in large legal aid costs and time consumption for the parties.
The draft law creates the possibility to detain in prison, in addition to convicts and arrestees, detainees sentenced to detention in the relevant area, detained for a short period (up to 48 hours), as well as persons who have been sober.
The main purpose of the bill is to specify Estonian law in such a way as to ensure cooperation between the member states of the European Union in the mutual recognition of seizure and confiscation decisions. On November 14, 2018, the European Parliament and the Council adopted Regulation (EU) 2018/1805 on the mutual recognition of freezing and confiscation orders. In addition, the bill supplements the provision of the Criminal Procedure Code on the powers of the prosecutor's office in criminal proceedings in order to enable the implementation of Regulation (EU) 2017/1939 of the European Parliament and of the Council, 12.10.2017, which implements enhanced cooperation in the establishment of the European Public Prosecutor's Office.
Eelnõuga muudetakse notari ametisse saamise korda. Selleks tuleb notari ametikoha täitmiseks edaspidi alati sooritada eksam. Enam ei saa kandideerida kunagi varem sooritatud eksamitulemuse alusel, nii nagu see on praegu. Notarid, notarikanditaadid ja notari asendajad peavad läbima kohustusliku täiendõppe. Olulise muudatusena ühtlustatakse notaritele ja kohtutäituritele distsiplinaarsüüteo eest ettenähtud maksimaalsed trahvimäärad advokaatidele ja patendivolinikele määratavate trahvimääradega. Rahatrahvi piirmäär tõstetakse 6400 eurolt 16 000 euroni.
Eelnõuga korrastatakse ja täiendatakse broneeringuinfo edastamise ja töötlemisega seonduvaid sätteid. Eesmärk on viia seadused vastavusse ELi vastava direktiiviga, mis käsitleb broneeringuinfo kasutamist terroriaktide ja raskete kuritegude ennetamiseks, avastamiseks, uurimiseks ja nende eest vastutusele võtmiseks. Direktiivi ülevõtmise tähtaeg oli 25. mai 2018.
Muudatustega täpsustatakse andmekogus andmete töötlemist ja info teistele asutustele edastamist puudutavaid sätteid ning viiakse andmete säilitamise tähtajad vastavusse direktiivist tulenevate nõuetega.
Broneeringuinfo kogumise eesmärk on terroriaktide ja raskete kuritegude ennetamine ja avastamine. Riikides, kus broneeringuinfo töötlemine on juba kasutusel, on see aidanud tabada mitmeid rahvusvaheliselt tegutsevaid kurjategijaid. 2018. aastal võtavad broneeringuinfo süsteemi Euroopa Liidus kasutusele kõik 28 liikmesriiki, lisaks on süsteem kasutusel näiteks USA-s, Kanadas, Austraalias, Uus-Meremaal ja Mehhikos. Reisija jaoks broneeringuinfo süsteemi kasutuselevõtmine muutusi kaasa ei too.
Eelnõu näeb ette võimaldada kinnipeetavatele selleks kohandatud arvutites ning vanglateenistuse järelevalve all ligipääs Riigikogu ja õiguskantsleri veebilehele.
Kehtiva seaduse kohaselt ei ole kinnipeetaval lubatud kasutada Internetti. Küll aga on kinnipeetavatel vanglateenistuse järelevalve all juurdepääs ametlikele õigusaktide andmebaasidele ja kohtulahendite registrile.
Muudatus on tingitud Euroopa Inimõiguste Kohtu otsusest Romeo Kalda kohtuasjas Eesti riigi vastu, millega tuvastati inimõiguste ja põhivabaduste kaitse konventsiooni artikli 10 rikkumine, kuna kinnipeetavale ei tagatud ligipääsu Riigikogu veebilehele, õiguskantsleri veebilehele ja Euroopa Nõukogu Tallinna Infotalituse veebilehele (viimast enam ei eksisteeri).
Muudatustega tagatakse kinnipeetavatele juurdepääs Riigikogu veebilehele ja õiguskantsleri veebilehele. Samas on keelatud juurdepääs veebilehe osale, mis võimaldab kinnipeetaval elektroonilist suhtlemist.
Lisaks muudetakse vanglas hädaolukorra lahendamist puudutavaid sätteid ning vanglateenistuse pädevust vangla julgeolekut ja korda ohustava sündmuse lahendamisel.
Eelnõuga nähakse ette väikeaktsionäride huvide parema kaitse tagamise kaitseks mitmed muudatused äriseadustikus. Eelnõuga antakse väikeosanikele ja -aktsionäridele senisest ulatuslikum õigus saada teavet, õigus teatud tingimustel nõuda dividendide maksmist (nn sunddividendi nõue), õigus panna maksma äriühingu nõudeid äriühingu juhatuse liikmete vastu, õigus teatud juhtudel äriühingust välja astuda ja nõuda oma osaluse eest õiglast hüvitust, sh juhul, kui aktsiaselts, mille aktsiad on seni olnud kaubeldavad väärtpaberiturul, võtab vastu otsuse aktsiate väärtpaberiturul kauplemise lõpetamiseks.
Eelnõuga muudetakse sotsiaalhoolekande seaduses sätestatud raske ja sügava puudega lapse lapsehoiuteenus kohaliku omavalitsuse poolt korraldatavaks sotsiaalteenuseks ning sellega seoses muutub riigieelarvest rahastatud raske ja sügava puudega lapsehoiuteenuse rahastus - edaspidi läbi kohalike omavalitsuste toetusfondi. Eelnõu kohaselt eraldatakse riigieelarvest sügava puudega laste vanemate toetamiseks täiendavalt 1 miljon eurot.
Seletuskirjas märgitakse, et riik rahastab raske ja sügava puudega laste toetamist praegu osaliselt ja teeb seda maavalitsuste kaudu. Pärast seaduse muudatust hakkavad lapsehoiuteenuse korraldamisega tegelema ainult kohalikud omavalitsused, kes teavad oma kogukonna laste ja perede vajadusi kõige paremini. Kohaliku omavalitsuse poolt korraldatav lapsehoiuteenus hõlmab edaspidi ka raske ja sügava puudega lapsi sellise erisusega, et riik katab osaliselt puudest tuleneva rahastuse lisavajaduse.
Kooskõlas riigieelarve seadusega jagatakse riigi poolt rahastatava lapsehoiuteenuse vahendid kohalikele omavalitsustele vastavalt teenust vajavate laste arvule. Rahastus tagatakse kohalike omavalitsuste toetusfondi kaudu.
Siseriikliku lapsendamise korraldamine antakse eelnõu kohaselt maamaavalitsuste pädevusest sotsiaalkindlustusametisse, et kõik lapsendamisega seotud toimingud oleksid koondunud ühte asutusse. Muudatus tagab lapsendamistele ühtse lähenemise üle Eesti. Sellega seoses muudetakse lisaks sotsiaalhoolekande seadusele ka lastekaitseseadust, perekonnaseadust ja tsiviilkohtumenetluse seadustikku.
Eelnõuga võetakse üle Euroopa Liidu uus tubakadirektiiv, millega ühtlustatakse liikmesriikides tubakatoodete ja tubakatootega seonduvate toodete tootmise, esitlemise ja müügi õigusnormid. Eelnõuga täiendatakse tubakaseadust elektroonilise sigareti ja elektroonilise sigareti nikotiini sisaldava täitevedeliku turustamise nõuetega. Elektrooniline sigaret ei tohi sisaldada nikotiini rohkem kui 20 mg/ml ja peab sisaldama nikotiiniannuseid ühtlaselt. Nikotiini sisaldav vedelik ei tohi sisaldada lisaaineid nagu vitamiinid või ained, mis loovad mulje, et toode on tervisele kasulik või ohutu. Eelnõu kehtestab tubakatoodete ja tubakatootega seonduvate toodete piiriülese kaugmüügi keelu.
Sunniviisilise töö konventsioon, mis võeti vastu 28.06.1930. aastal Genfis eesmärgiga keelustada sunniviisiline või kohustuslik töö kõigis selle vormides, on Eesti Vabariigi suhtes jõustunud 7.02.1997. Eelnõu kohaselt ratifitseeritakse 11.06.2014. aastal ILO peakonverentsil vastu võetud sunniviisilise töö konventsiooni 2014. aasta protokoll. Protokolli eesmärk on tõhusamalt ennetada inimkaubandust ja sunnitööd, paremini tagada ohvrite kaitse ning kohaldada sunniviisilise või kohustusliku töö kasutajate suhtes sanktsioone kõigis 185-s Rahvusvahelise Tööorganisatsiooni (ILO) liikmesriigis. ILO viimaste andmete kohaselt on 20,9 miljonit inimest maailmas jätkuvalt sunnitöö ohvrid. Sunniviisiliseks tööks on ILO määratluse kohaselt igasugune töö, mida nõutakse isikult karistusega ähvardades ja milleks see isik ei ole ennast vabatahtilkult pakkunud. Muutunud on sunniviisilise või kohustusliku töö kontekst ja vormid, mistõttu on vajalik võtta tarvitusele meetmed selle ärahoidmiseks.
Eelnõu kohaselt tuleb narkootilised ja psühhotroopsed ained kanda operatiivselt keelatud narkootiliste ja psühhotroopsete ainete nimekirja. Sätestatakse võimalus lisada uued psühhoaktiivsed ained narkootiliste ja psühhotroopsete ainete nimekirja ainete rühmade kaupa. Ainete rühma kuuluvad ühesuguse üldise struktuurivalemiga ained. Kehtiva õiguse kohaselt toimub uute psühhoaktiivsete ainete lisamine narkootiliste ja psühhotroopsete ainete nimekirja ravimiameti ettepanekul üksikute ainete kaupa. Nimekirja kandmise protseduur võtab aega minimaalselt kaks kuud, mis tähendab, et tihti toimub aine kandmine nimekirja tagantjärele. Ainete lisamine nimekirja rühmadena võimaldab kiiresti ja mõjusalt piirata uute psühhoaktiivsete ainete levikut ja käitlemist.
Eelnõuga ühtlustatakse EL-i liikmesriikides tubakatoodete ja tubakatootega seonduvate toodete pakendamise ja märgistamise nõuded. Tubakatoodete pakendamise ja märgistamise nõuded karmistuvad. Sigarettide ja suitsetamistubaka müügipakendid tuleb alates 20. maist 2016 märgistada uute pilt- ja teksthoiatustega. Pakendil peab olema viide www.tubakainfo.ee, kust leiab abi suitsetamisest loobumisele. Eelnõu kohaselt keelatakse alates 2017. aastast hoonetes asuvad ilma seinteta suitsetamisalad.
