Mr. Romain Eskenazi draws the attention of the Minister of Health, Families, Autonomy and People with Disabilities to the administrative and financial difficulties encountered by families of children suffering from a rare and disabling disease. The situation of Romy, a 5-year-old girl living in Val-d'Oise, offers a concrete illustration of this. Diagnosed on May 7, 2026, she suffers from SHINE-DLG4 syndrome, a disease rare genetics which only concerns around thirty children in France and around 250 worldwide. This pathology combines sleep disorders, neurodevelopmental disorders, intellectual disability and epilepsy and has earned it recognition as more than 50% disabled by the departmental center for disabled people (MDPH). Despite eight rehabilitation appointments per week, Romy remains in mainstream school, in an inclusive logic, with the support of a medical-educational institute (IME) operating outside the walls, within the school. Maintaining this balance, precious for the child, relies largely on the involvement of both parents, who work full time. However, two difficulties, common to many families, weigh heavily on this support. Firstly, the connection between parental leave (CPP) and The daily parental presence allowance (AJPP) places working parents in a very restrictive situation. The CPP gives the right to a maximum of 310 days of absence over a period of three years, up to a limit of 22 days per month. The AJPP, paid by the family allowance fund upon monthly declaration of the number of days taken and upon certification from the employer, amounts to a fixed amount of around 66 euros per day. This amount remains much lower than the usual salary, so that recourse to this system results in a significant loss of income, particularly heavy when both parents work full-time. Added to this financial loss is a repeated monthly administrative process and uncertainty over payments, sources of fatigue and additional mental burden for families already suffering. A A simpler and more protective mechanism would consist of allowing salary to be maintained by the employer, with the latter then being reimbursed by the family allowance fund, like the subrogation already practiced for daily social security allowances. Such a development would eliminate the loss of income and significantly simplify procedures. Secondly, the rights opened by the MDPH must be the subject of periodic renewals, even though SHINE-DLG4 syndrome is an irreversible genetic disease, the nature of which will not change during the child's life. The decrees of December 24, 2018 and December 27, 2019, however, allow the granting of certain rights without time limit, or for long periods, when the disability is not likely to develop favorably. However, many families of children affected by irreversible genetic pathologies remain subject to regular reviews of their file, without the child's state of health justifying such a repetition. These renewals represent a significant administrative and psychological burden, with no real benefit for the child. Consequently, he asks it to indicate, on the one hand, the measures that the Government intends to take to simplify the payment of the AJPP and avoid families affected by a loss of income, in particular through a salary maintenance mechanism by the employer combined with reimbursement by the family allowance fund; on the other hand, the provisions envisaged to guarantee the effective and systematic application of the attribution of long-term rights, or even without limitation of duration, to children suffering from rare genetic diseases not susceptible to a favorable evolution, in order to spare their families from repeated and unjustified renewals.

Mr. Romain Eskenazi draws the attention of the Minister of Health, Families, Autonomy and Disabled People to the guarantees that will be provided, within the framework of the decrees implementing article 21 (ex article 5) of the law relating to the fight against social and tax fraud, in order to ensure respect for medical confidentiality during the exchange of information necessary for third-party payers. Decision No. 2026-904 DC of the Constitutional Council of June 18, 2026 declared conformity with the Constitution, subject to reservations and with partial censorship, the provisions authorizing supplementary health insurance organizations (OCAM) to process certain data relating to health procedures and services. This compliance is expressly based on the existence of a decree in the Council of State, taken after advice from the CNIL, which must precisely define the categories of data likely to be processed, their methods of access, storage, traceability as well as the guarantees surrounding this processing. However, several organizations representing health professionals and in particular the Union of Women Dental Surgeons (SFCD), in a contribution to the Constitutional Council, underline the need to preserve an essential distinction between the grouping codes, used to for administrative and reimbursement purposes and which neutralize the most sensitive medical information and refined CCAM codes, likely to directly or indirectly reveal information covered by medical confidentiality, such as a pathology, a long-term condition, a specific treatment or certain particularly sensitive medical situations. In the dental sector, for example, over 645 codes refined, nearly 92 would include references to particular pathologies or medical situations, while the grouping codes (36 in number, including 30 specific to dental) already make it possible to ensure reimbursement and the operation of the third-party payer. Until now, the latter was mainly based on these grouping codes in order to preserve medical confidentiality. Therefore, the regulatory definition of categories of data likely to be transmitted to OCAM is of particular importance, especially since the law does not explicitly reserve authorized processing solely for cases of serious suspicion of fraud. The SFCD also notes a fear of seeing the emergence, in the long term, of profiling or segmentation mechanisms for policyholders based on their state of health, in a competitive environment where control of data can constitute a strategic asset, despite the prohibitions imposed by law. This concern is all the greater since the Constitutional Council itself censored, in the same decision, the use of an intermediary for the exchange of information on the grounds that the legislator had not sufficiently specified the categories of data concerned nor the guarantees surrounding their processing. In these conditions, he asks her what guarantees the Government intends to include in the implementing decree in order to ensure that the exchanges of data necessary for reimbursement and third-party payment with a view to legitimately combating fraud remain strictly proportionate to their purposes and fully compatible with respect for medical confidentiality and the private life of policyholders.

Le ministère de l'Europe et des affaires étrangères est conscient de l'importance de garantir un haut niveau de protection aux passagers aériens. La position constante de la France est de défendre un équilibre permettant de concilier le renforcement des droits des passagers, en particulier pour garantir qu'ils arrivent à leur destination dans les meilleures conditions, avec la nécessité de préserver la connectivité au sein du marché intérieur et des compagnies européennes souveraines, acteurs incontournables notamment pour assurer les réacheminements et la résilience des chaines d'approvisionnement en cas de crise. Dans ce contexte, il convient de veiller à ce que les transporteurs européens puissent rester compétitifs face à leurs concurrents issus de pays-tiers. S'agissant particulièrement du seuil de retard ouvrant droit à indemnisation, la négociation a été difficile au sein du Conseil, certains États membres dont l'économie dépend étroitement de la connectivité aérienne de leur territoire souhaitant, comme le proposait la Commission, relever largement ce seuil. La France, qui souhaitait une position plus favorable aux passagers sur cette question, s'est ralliée au compromis du Conseil, afin de préserver la trentaine de nouveaux droits qui bénéficieraient aux consommateurs. Parmi eux, il convient de noter l'obligation pour les compagnies aériennes de mettre tout en œuvre pour garantir l'acheminement des passagers à destination – et notamment la possibilité que ces derniers organisent eux-mêmes leur réacheminement aux frais du transporteur; une amélioration générale de l'information à fournir aux passagers (en particulier sur leurs droits); la gratuité de l'emport en cabine de l'effet personnel; la transmission de formulaires préremplis de demande d'indemnisation; le renforcement de la prise en compte des besoins spécifiques de certains passagers (tels que les personnes en situation de handicap ou à mobilité réduite); l'interdiction partielle de la politique de « non-présentation » (politique d'annulation du vol retour après un vol aller non utilisé); l'instauration d'un délai maximal d'indemnisation; la prise en charge des passagers à bord d'un avion en cas de retard sur le tarmac. En outre, le Gouvernement reste vigilant à la prise en compte dans la négociation des enjeux spécifiques des citoyens ultramarins. La phase de conciliation qui s'ouvre avec le Parlement européen sera essentielle et le Gouvernement assure de son engagement en vue de parvenir rapidement à un accord ambitieux et équilibré, en particulier sur les dispositions les plus sensibles du règlement.

Mr. Romain Eskenazi questions the Minister of Ecological Transition, Biodiversity and International Negotiations on Climate and Nature on the remedies applicable to energy performance diagnostics (EPD). The DPE has established itself as the pillar of the energy renovation policy. The result of almost 20 years of development, it nevertheless arouses incomprehension among a large number of owners concerned about the environment. Its complexity in fact gives the image of a vertical and restrictive measure without consistency with the objectives of energy sobriety and reduction of CO2 emissions. The report from the Court of Auditors published this year can only corroborate the feeling of the French. He underlines the need “to clarify and adjust the system” and points to a very significant proportion of “ anomalies ” (70%) among the DPEs examined in the framework of his investigation. This observation is all the more alarming as it discredits a system already considered biased and arbitrary. The Court also underlines structural limits which remain: strong penalization of old buildings, as well as the overvaluation of the consumption of housing heated with electricity, due to the application of a primary energy conversion coefficient (x 2.3) that many studies consider it overestimated. These weaknesses not only weaken the legitimacy of the DPE, but they also risk undermining confidence in all public energy transition policies. If the professionalization and control of diagnosticians is an essential step to increase its reliability, these measures cannot be sufficient. Revised and generalized in 2021, the 3CL-DPE method is based on a conventional modeling and provides a theoretical indicator of the energy performance of housing, independently of actual uses. This approach is the subject of recurring criticism from both real estate professionals and individuals, who point out its limits in terms of reliability and readability. The introduction of elements based on actual consumption would strengthen the precision and credibility of the diagnosis. In addition, since the 2021 reform, the DPE has become legally enforceable but only before the judge. Owners do not have a challenge mechanism specific to the DPE, such as exists, for example, for driving licenses or fines. Owners must, depending on the case, turn to justice and initiate long and costly procedures. In a context where the DPE becomes a structuring tool for energy renovation policies, the establishment of a specific, simple and accessible avenue of appeal would make it possible to establish a constructive dialogue between citizens and the actors involved (approved organizations, ADEME). This dialogue would then contribute to a continuous and more democratic improvement of the DPE. He therefore asks whether the Government is considering regulatory adjustments allowing the integration of empirical data of real consumption, within the framework of a new specific avenue of appeal. Depuis 2021, un important travail de relance de la politique d'accueil et d'habitat des gens du voyage a été engagé par les services de l'Etat, visant notamment l'amélioration de leurs conditions de vie et la lutte contre la précarité. À ce titre, une circulaire co-signée par le ministre de l'Intérieur et le ministre chargé du housing a été publiée en 2022 afin d'accélérer la révision des schémas départementaux, dont un grand nombre accusaient un retard important. Cette dynamique a produit des effets concrets. En 2022, les services déconcentrés de l'État déclaraient 52 740 places toutes catégories confondues (aires permanentes d'accueil, aires de grands passages et terrains familiaux locatifs). Au 31 décembre 2025, 63 365 étaient recensés, soit une augmentation de 16,8 %. Par ailleurs, la Délégation interministérielle à l'hébergement et à l'accès au housing (Dihal) a défini des critères qualitatifs relatifs à la localisation et aux conditions de réalisation des équipements financés par l'État (aires permanentes d'accueil et terrains familiaux locatifs). Le respect de ces critères est examiné dans le cadre d'un comité de revue des projets réunissant les ministères compétents, des personnalités qualifiées ainsi que des représentants des voyageurs. Il convient, par ailleurs, de préciser que depuis la réforme portée par la loi de programmation pour la ville et la cohésion urbaine du 21 février 2014, la politique de la ville a pour unique périmètre d'intervention les quartiers prioritaires de la politique de la ville (QPV). En métropole, ces QPV répondent à 3 critères: ils comptent au moins 1 000 habitants, sont situés dans une unité urbaine de plus de 10 000 habitants, et sont caractérisés par un écart de développement économique et social apprécié par un critère de revenu des habitants. La méthodologie du carroyage et les données de l'Insee ont été utilisées pour identifier ces concentrations urbaines de pauvreté avant qu'un processus de concertation avec les élus concernés ne permettent d'aboutir aux contours définitifs. Une méthodologie spécifique est retenue pour la définition des quartiers prioritaires ultra-marins. Or, les aires permanentes d'accueil sont rarement situées dans des zones de concentration urbaine de population à bas revenu, souvent particulièrement denses et présentant des contraintes foncières pesant sur leur implantation. Par conséquent les géographies ne se superposent que très rarement. Lorsque tel est néanmoins le cas, des crédits du programme 147 peuvent être mobilisés, comme en Seine-Saint-Denis ou en Charente. La géographie prioritaire a fait l'objet de travaux d'actualisation en 2023 pour l'hexagone et en 2024 pour les territoires ultra-marins. Sa prochaine actualisation devrait intervenir en 2030. Dans ce cadre, aucune dérogation spécifique permettant l'intégration des aires permanentes d'accueil à la géographie prioritaire n'est actuellement prévue.

In the press kit distributed on the occasion of the PRADO monitoring committee of May 13, 2025, no mention of Travelers appears, despite the strong discrimination that these populations suffer. The anti-Gypsyism of which Travelers are victims is largely the result of prolonged institutional invisibility in French public policies. This marginalization feeds and trivializes stigmatizing speeches, sometimes relayed by public officials, which maintain tenacious prejudices against this population and contribute to trivializing a form of racism that is still largely ignored. The PRADO, an essential tool for identifying and preventing discrimination, must recognize that experienced by Travelers. The precarious living conditions experienced by many of them constitute both a cause and a consequence of this discrimination. While these professionals play an essential role in the implementation of inclusive schools, their working conditions remain marked by high precariousness, a lack of statutory recognition and persistent instability of assignments. But beyond access to employment, it is the “glass ceiling” of career development that raises questions. Only 4% of people with disabilities hold a managerial position, compared to 10% for the rest of the population. They remain overwhelmingly confined to the least qualified positions, with restricted access to responsibilities and slowed salary progression. The employment obligation thus seems to have been limited to accounting management of the workforce, without ensuring equal opportunities for professional development. The MP asks the Minister what concrete measures the Government intends to take to enforce the obligation of 6% of recruitment in all sectors. Mr. Romain Eskenazi draws the attention of the Minister of Labor and Solidarity to the worrying situation of those accompanying students with disabilities (AESH) and educational assistants (AED) following the reform of their ordinary sick leave compensation (CMO). Since March 1, 2025, in accordance with article 12 of decree no. 86-83 of January 17, 1986, modified by article 2 of decree no. 2025-197 of February 27, 2025, the Contractual agents of the State civil service only receive 90% of their gross salary during the first three months of ordinary sick leave after four months of service (it was 100% until February 28, 2025). This reform has particularly serious consequences for AESHs and AEDs, the vast majority of whom work on an imposed part-time basis, often around 24 hours per week (i.e. approximately 62% of full time) for an average monthly salary of between 900 and 980 euros net. These agents, essential to the implementation of inclusive schooling and the proper functioning of educational establishments, thus find themselves more vulnerable when they are on sick leave, even though their remuneration already does not allow them to live with dignity, particularly in Île-de-France. The deputy emphasizes that these staff, the vast majority of whom are female, carry out a physically and psychologically demanding job serving students with disabilities. The reduction in their compensation in the event of illness aggravates their precariousness and appears to be in total contradiction with the stated objectives of recognition and promotion of these professions in tension in most academies. Le Gouvernement a pleinement conscience des difficultés rencontrées par certains citoyens français également de nationalité américaine, communément appelés « Américains accidentels », notamment en matière d'accès aux services financiers, lorsqu'ils ne sont pas en capacité de communiquer certaines données à leur banque, au premier rang desquelles un numéro d'identification fiscale américain (tax identification number ou TIN), requis en application de l'accord entre la France et les Etats-Unis d'Amérique en vue d'améliorer le respect des obligations fiscales à l'échelle internationale et de mettre en œuvre la loi relative au respect des obligations fiscales concernant les comptes étrangers (dite « loi FATCA »). Ces difficultés étant partagées par d'autres citoyens européens, le Gouvernement français coopère activement avec the whole ofs Etats membres de l'Union européenne à la recherche de solutions concrètes susceptibles de satisfaire les « Américains accidentels » comme l'administration américaine, en travaillant en vue de la résolution de ces difficultés ou, a minima, de leur réduction. Par ailleurs, à la suite d'interventions répétées de la France et d'autres partenaires européens, le Département d'État américain a annoncé en fin d'année 2023 son intention d'abaisser les frais de renonciation à la nationalité américaine de 2 350$ à 450$. Conformément à la procédure américaine, une procédure de consultation a été lancée, ce qui constitue un prérequis à toute modification. Enfin, un arrangement administratif a été signé à l'été 2024 entre les administrations fiscales américaine et française pour préciser l'annexe II de l'accord FATCA qui est relative aux institutions financières non déclarantes et aux produits dispensés de déclaration. Cet arrangement, notamment en ce qu'il précise le champ de certains produits qui n'ont pas à être déclarés, bénéficie aux « Américains accidentels ». Le Gouvernement demeure ainsi pleinement mobilisé, tant au niveau bilatéral qu'européen, pour défendre une solution adaptée aux « Américains accidentels » et garantir et simplifier leur accès aux services bancaires.

Mr. Romain Eskenazi draws the attention of the Minister of Labor, Health, Solidarity and Families to the insufficiency of aid measures intended for elderly people losing their autonomy living at home or in independent residences. In a context of accelerated aging of the population and while public policies consistently affirm their desire to promote “aging well” and staying at home, The means allocated to this objective remain notoriously insufficient to guarantee dignified living conditions for the people concerned. Indeed, the current ceilings of the personalized autonomy allowance (APA), intended for people over 60 years of age who are losing their autonomy, do not make it possible to cover the real structural needs in terms of living assistants and daily assistance, in particular for beneficiaries classified in GIR 4. Thus, a person falling under GIR 4, with a median income of 1,600 euros per month, receives a maximum of 797.96 euros in APA. However, daily assistance of one hour in the morning and 30 minutes in the evening represents approximately 42 monthly hours of intervention, or an average cost of 1,032.36 euros. The remainder then amounts to 234.40 euros per month. Once this remainder is added to the incompressible expenses (housing, mutual insurance, charges current), the remainder available for living (food, hygiene, health, unforeseen events) is extremely limited, exposing the people concerned to increasing precariousness. However, they constitute a dual strategic response to two major challenges for society: sustainably curbing juvenile delinquency and offering a real horizon of emancipation to vulnerable populations. The work of specialized educators, prevention and integration professionals makes it possible on a daily basis to defuse conflicts at the root, to prevent school and family breakdowns and to support young people in career paths. reconstruction. At the same time, these professionals play a fundamental role in supporting social and economic integration. However, despite this crucial usefulness for society, their salary conditions remain unworthy of such human, social and ethical commitment. M. Romain Eskenazi interroge Mme la ministre de la culture, sur les effets particulièrement dommageables de la baisse du budget alloué à la part collective du Pass Culture, dispositif essentiel pour soutenir les initiatives éducatives et culturelles de proximité qui œuvrent depuis des années à l'accessibilité culturelle des jeunes sur l'ensemble du territoire. Depuis sa mise en œuvre, cette part collective a permis à des milliers d'élèves de participer à des ateliers de pratique artistique, des sorties culturelles et des rencontres avec des artistes, contribuant ainsi activement à l'éducation artistique et culturelle (EAC) dans les établissements scolaires. Or la décision de réduire de 25 millions d'euros cette enveloppe, passant de 97 à 72 millions d'euros, avec seulement 50 millions mobilisables jusqu'en juin 2025, a créé un véritable choc dans les milieux éducatifs et culturels. Toutefois, 40 millions d'euros ont déjà été engagés pour l'année scolaire 2024-2025, ne laissant donc que 10 millions à se partager entre tous les établissements scolaires de France jusqu'au mois de juin. Cette coupe budgétaire intervient alors même que le dispositif connaissait une dynamique ascendante, preuve de son appropriation croissante par les équipes pédagogiques. Dans l'académie de Créteil, par exemple, la consommation des crédits est passée de 3 % en 2021-2022 à 57,9 % en 2023-2024, avec des pics à 60 % en Seine-Saint-Denis et dans le Val-de-Marne. À l'échelle nationale, la part des crédits consommés au titre des projets collectifs s'élevait à 39,4 % en 2022-2023. Le sacrifice de cette politique publique est d'autant plus incompréhensible qu'il touche une part du Pass Culture dont les effets sont les plus vertueux et équitables. Là où la part individuelle du Pass a pu susciter des critiques sur sa tendance à reproduire des inégalités de consommation, la part collective constitue un levier d'accès à la culture pour les jeunes les plus éloignés de l'offre artistique. Cette annonce touche non seulement les professionnels du secteur artistique et culturel, déjà fragilisés par d'autres coupes budgétaires, mais aussi des milliers d'enfants et d'adolescents pour qui ces projets représentent un accès unique et concret à la culture. Cette politique publique permet de porter des projets co-construits, de qualité, durables, porteurs d'émancipation et d'ouverture. Elle est particulièrement efficace dans les quartiers prioritaires, les zones rurales et dans les territoires les plus éloignés des institutions culturelles. L'Association « À qui le tour » (AQLT), labellisée SMAC, active depuis 2004 dans le champ des musiques actuelles, fait partie des structures gravement touchées. Elle n'est pas un cas isolée. Sa situation est édifiante pour comprendre les effets de cette baisse de dotation. Elle avait prévu pour l'année 2025 une série de 36 évènements, co-construits avec les collectivités locales et les établissements scolaires, sur un territoire reconnu comme carencé, qui seront tous annulés. Ces projets représentaient 140 heures d'intervention, mobilisaient dix artistes et concernaient directement 285 élèves de collèges et lycées. Cette mesure est d'autant plus contestable qu'elle a été mise en œuvre sans aucune information préalable aux communautés éducatives. Celles-ci n'ont disposé que de deux jours pour déposer en urgence leurs projets sur la plateforme « Application dédiée à la généralisation de l'éducation artistique et culturelle » (ADAGE), rapidement saturée face à l'afflux massif de connexions. Il lui demande quelles mesures que le Gouvernement entend mettre en œuvre pour garantir la continuité de la part collective du Pass Culture, soutenir les acteurs culturels qui assurent la médiation artistique dans les territoires en difficulté et préserver l'égalité d'accès à la culture pour tous les jeunes, quel que soit leur lieu de vie.

L'attractivité des métiers des secteurs sanitaire, social et médico-social est une priorité centrale de la feuille de route gouvernementale. Après les accords du Ségur de la santé, l'accord Laforcade et l'extension aux personnels socio-éducatifs, l'accord du 4 juin 2024 a élargi la prime Ségur à the whole ofs professionnels de la branche associative sanitaire, sociale et médico-sociale. En tant que principal financeur des Établissements et services sociaux et médico-sociaux (ESSMS), la branche autonomie a financé la mise en œuvre de cet accord à hauteur de 300 M€ dès juillet 2024. Cet accord a été agréé conformément à article L. 314-6 du Code de l'action sociale et des familles (CASF), après avis de la commission nationale d'agrément, dont trois présidents de conseils départementaux sont membres de droit. Cet agrément le rend opposable aux autorités de tarification des ESSMS relevant de la branche de l'action sanitaire, sociale et médico-sociale, toujours en application de article L. 314-6 du CASF. Cette opposabilité ne s'applique cependant pas, sur le plan juridique, aux structures qui ne sont pas des ESSMS, comme les chantiers d'insertion. Pour ces dernières, la compensation des coûts liés à l'extension du Ségur ne constitue donc pas une obligation pour les pouvoirs publics. Une exception existe toutefois pour les centres d'information sur les droits des femmes et des familles: un soutien budgétaire to the title of the « Ségur pour tous » a été prévu via un programme budgétaire de la direction générale de la cohésion sociale. Cette contribution financière aux départements a été pérennisée par article 93 de la loi de financement de la sécurité sociale pour 2026.

De nombreux Praticiens à diplôme hors Union européenne (PADHUE) participent à la continuité des soins sur le territoire français. C'est pour cette raison que plusieurs évolutions sont intervenues en 2024 et 2025 pour faciliter leur accès au plein exercice et améliorer leur situation administrative et économique. D'une part, le décret n° 2024-1191 du 19 décembre 2024 relating tox modalités de délivrance de l'attestation permettant un exercice provisoire mentionnée aux articles L. 4111-2-1 et L. 4221-12-1 du code de la santé publique, a créé une Autorisation d'exercice provisoire (AEP) d'une durée de treize mois renouvelable une fois, permettant aux PADHUE, après dépôt d'un dossier sur démarche simplifiée, examiné par une commission, d'exercer régulièrement la profession de médecin, de pharmacien, de chirurgien-dentiste ou de sage-femme. L'obtention de cette autorisation permet aux praticiens d'accéder au statut de praticien associé contractuel temporaire, plus rémunérateur, tel que prévu par le décret n° 2024-1190 du 19 décembre 2024 relating tox praticiens associés contractuels temporaires. D'autre part, le décret n° 2025-467 du 28 mai 2025 portant diverses dispositions relatives aux PADHUE a créé une voie interne aux Epreuves de vérification des connaissances (EVC). Cette voie, ouverte depuis la session organisée à partir de l'automne 2025, vise à mieux valoriser l'expérience des praticiens déjà en exercice en France. Elle est accessible aux professionnels justifiant de plus de deux années d'exercice sur le territoire, aux titulaires d'une AEP ainsi qu'aux praticiens bénéficiant d'une autorisation d'exercice dérogatoire dans certains territoires ultramarins. Elle repose sur une procédure adaptée, comprenant une attestation des compétences cliniques et relationnelles établie par le chef de service et cosignée par le président de la commission médicale d'établissement, ainsi qu'une épreuve unique sous forme de questionnaire à choix multiples, en lieu et place des deux épreuves prévues pour la voie externe. Ce décret prévoit également la possibilité pour les PADHUE pharmaciens et médecins, de moduler à la baisse la durée du Parcours de consolidation des compétences (PCC) d'une durée de deux années, sur le fondement d'un avis collégial impliquant l'encadrement médical du PADHUE ainsi que les services universitaires. Les PADHUE en cours de PCC devront, en effet, s'inscrire à l'université afin de bénéficier d'un accompagnement du coordonnateur local de spécialité, qui leur permettra de construire un parcours de consolidation des compétences pertinent au regard de leur formation et de leurs expériences préalables. Enfin, des évolutions législatives restent envisagées afin d'aller plus loin dans la reconnaissance des PADHUE. En effet, les EVC prennent aujourd'hui la forme d'un concours, ce qui signifie que les jurys sont souverains dans la définition de la barre d'admissibilité, par profession, et le cas échéant, par spécialité, ce qui explique la situation que vous mentionnez concernant l'odontologie. Ainsi, pour les EVC 2024, sur les 4 000 postes ouverts par le ministre, 3 235 postes ont été attribués à des lauréats sur liste principale et 638 à des lauréats sur liste complémentaire, ce qui signifie que 3 873 PADHUE ont réussi le concours en 2024.

In 2025, people with disabilities still encounter serious difficulties in leading a dignified and full life in society. Although France has ratified the United Nations Convention on the Rights of Persons with Disabilities in 2010 and created in 2020 the fifth branch of social security dedicated to autonomy, the rights of persons with disabilities and public action are still not fully aligned with international standards. In addition, the autonomy branch remains insufficiently resourced and suffers from a short-term political vision, not allowing it to respond adequately to field needs. The assessment drawn up by the Handicaps Collective, bringing together 54 associations, is clear: it is urgent to make the fundamental rights of people with disabilities effective, in particular those linked to universal accessibility and the right to compensation. Indeed, twenty years after the adoption of this emblematic law, universal accessibility, whether for buildings, transport, communication or digital, remains unfinished. Depuis le 23 septembre 2024, où ont eu lieu des bombardements israéliens au Liban, la France est pleinement engagée pour la paix et la sécurité de tous dans la région et reste pleinement mobilisée. Les citoyens libanais souhaitant rejoindre leur famille et s'installer en France doivent déposer une demande de visa via l'application France-Visas. Les demandes de visas pour visite familiale ont été intégrées aux catégories prioritaires et des créneaux spécifiques ont été ajoutés. Les demandes sont instruites selon la procédure de droit commun, conformément à la réglementation en vigueur. Suite à la dégradation soudaine de la situation sécuritaire au Liban, le consulat général de France à Beyrouth a été mobilisé à travers la mise en place d'une cellule de réponse téléphonique et d'un dispositif de gestion de crise pour répondre aux sollicitations des ressortissants français et de leurs ayants droit en difficulté ou désireux de quitter le Liban, en priorisant les demandes des conjoints et ascendants de Français, de regroupement familial, de réunification familiale, des membres de familles de ressortissants de l'Union européenne ou celles justifiées par des soins médicaux. Dans les pays où les services de visas ont externalisé la réception des dossiers, ce dispositif conduit le demandeur de visa à finaliser sa demande par la prise de rendez-vous auprès du prestataire de services extérieur. Depuis le 28 octobre, le service des visas du consulat général de France à Beyrouth ayant repris une activité normale, les ressortissants libanais peuvent prendre rendez-vous sur le site de TLScontact pour le dépôt de leur demande de visa. Pour les demandeurs relevant des catégories prioritaires, des rendez-vous sont disponibles sur plusieurs semaines et des créneaux sont très régulièrement ajoutés par le prestataire de services extérieurs pour the whole ofs catégories de visas de court séjour et de long séjour. La disponibilité des rendez-vous ne connaît pas de tension pour ces catégories. Par ailleurs, face à la situation au Liban et dans la région, les services du ministère de l'Intérieur et du ministère de l'Europe et des Affaires étrangères (MEAE) agissent conjointement afin de permettre l'évacuation vers la France des ressortissants français au Liban ainsi que de leurs ayants droit. A ce jour, près de 181 de nos compatriotes en situation de vulnérabilité ont pu regagner la France, en utilisant le retour des vols d'aide humanitaire d'urgence. Enfin, des actions sont menées pour renforcer l'aide humanitaire à la population libanaise, en lien avec les Nations Unies et nos partenaires internationaux. La France s'est engagée à mobiliser 100 millions d'euros et à déployer 100 tonnes de fret humanitaire. Ces actions ont pour objectifs de répondre aux besoins de protection et de secours d'urgence de la population libanaise et d'identifier les voies d'un soutien aux institutions du Liban. Les demandes de visas ont diminué et les opérations de vols d'aide humanitaire d'urgence ont pris fin avec la stabilisation de la situation sécuritaire et la reprise des vols commerciaux.
