M. Philippe Armand Martin attire l'attention de M. le ministre de l'intérieur sur le projet d'extension et de réhabilitation du commissariat de police d'Épernay. En effet, le commissariat de police actuel, sis rue Jean-Chandon à Épernay, s'avère vétuste et peu fonctionnel tant pour les personnels de police nationale que pour les usagers. En conséquence, il lui demande, d'une part, de bien vouloir lui confirmer l'engagement du précédent ministre de l'intérieur concernant un projet d'extension du commissariat d'un montant de 2 millions d'euros et, d'autre part, lui préciser l'état des études techniques qui ont été engagées à ce propos.

Mme Brigitte Allain appelle l'attention de M. le ministre de l'intérieur sur l'état de dégradation du commissariat de Bergerac. Les fonctionnaires de police exercent sur tout le territoire des missions de service public de la plus haute importance. Ils assurent la sécurité des concitoyens, doivent être à l'écoute des victimes, réalisent des actions de prévention. Ils sont en lien direct avec la population et représentent ainsi un service de proximité incontournable. Elle tient à l'alerter sur la situation invraisemblable et particulière du commissariat de police de Bergerac, une situation ubuesque parmi d'autres concernant les commissariats du département de la Dordogne. Cet établissement est dans un état d'insalubrité général : le plafond d'un des bâtiments s'est effondré, et voilà plusieurs mois qu'il est maintenu avec des étais. Les cellules de garde à vue sont indignes d'un accueil respectueux des personnes. Il n'existe pas les espaces de discrétion nécessaires au travail des médecins et des avocats et à l'accueil confidentiel des victimes qui, trop souvent, sont confrontées à leur agresseur, d'autant que la grande majorité des plaintes sont d'ordre familial et privé : femmes battues, harcèlement sexuel. Comment déposer plainte dans ce cadre-là lorsque la confidentialité ne peut être assurée ? La RGPP a conduit à une très forte réorganisation et à une baisse des effectifs mais elle ne doit pas être synonyme de dégradation des services publics. Elle ne peut donc pas justifier que l'on ne procède pas au renouvellement indispensable d'un établissement public, qu'est un commissariat. Aussi elle l'interroge sur les solutions d'urgences qui sont envisagées afin de déplacer et de reconstruire le commissariat de Bergerac ? Le projet existe et le terrain a été acquis par le ministère de l'intérieur. Par ailleurs, ce déplacement indispensable permettra de réaliser dans de bonnes conditions l'installation du lycée des métiers de Bergerac, établissement à énergie positive, vitrine de la formation, qui se construit tout autour du commissariat de police actuel.
