Mme Eva Sas attire l'attention de M. le ministre de l'intérieur sur la diminution des effectifs de police au sein des commissariats de la 7ème circonscription de l'Essonne. Celle-ci a été le théâtre de graves attaques envers les forces de l'ordre le 8 octobre 2016 au quartier de la Grande-Borne à Viry-Châtillon, classé zone de sécurité prioritaire depuis 2013. Le commissariat de Juvisy-sur-Orge, dont dépend la zone de sécurité prioritaire et qui compte aujourd'hui 170 personnes, avait en effet vu ses effectifs réduits dans la période récente. À la suite des terribles attentats du 13 novembre 2015, le Président de République a annoncé dans son discours du Congrès la volonté de « porter le total des créations d'emploi de sécurité à 10 000 sur le quinquennat ». Or la Cour des comptes estime que le schéma d'emploi de la Mission Sécurités s'est traduit par la création de 1 785 postes de policiers et gendarmes entre 2012 et 2015, dont 1 179 pour la police. Ce qui est encore loin des 10 000 prévus. De plus, il apparaîtrait que le département de l'Essonne ne compterait plus que 2 018 policiers nationaux (agents de terrain, administratifs et chefs), soit 174 policiers de moins qu'en 2012. Nous avons bien noté l'arrivée prochaine dans le département de 101 fonctionnaires de police supplémentaires, mais nous appelons à la rapidité de mise en œuvre et à la concentration sur les commissariats qui en ont le plus besoin. Par ailleurs, le renforcement des effectifs n'aura d'efficacité que si elle permet le retour d'une véritable police de proximité dans tous les quartiers et qu'elle s'accompagne d'une politique globale de sécurité urbaine, incluant clubs de prévention, restructuration du tissu urbain, travail associatif et lutte contre la récidive. Elle souhaite donc l'interroger sur la mise en œuvre effective des recrutements pour les commissariats de Savigny-sur-Orge, Juvisy et Athis-Mons et sur la possibilité de mettre en place un commissariat de plein exercice à Viry-Châtillon. Elle tient à lui faire part solennellement devant la représentation nationale du désarroi de la population de ces quartiers, qui demande un réel respect de leur droit à la tranquillité.
