M. Régis Juanico attire l'attention de M. le ministre de l'intérieur sur les annonces qu'il a bien voulu faire lors de son déplacement à Saint-Étienne dans la Loire en juin 2015. Il rappelle à cet égard que 16 agents supplémentaires au sein des effectifs de la police nationale, à compter du mois d'octobre, ont été évoqués. Par ailleurs, lors de sa visite du centre de loisirs jeunesse de la police nationale de Montreynaud, le ministre a indiqué qu'il serait susceptible d'aider à la réalisation d'une piste de sécurité routière via des crédits spécifiques du ministère de l'intérieur. Enfin, et comme suite au rendez-vous qu'il a obtenu avec le cabinet de M. le ministre le 4 juin 2015, il évoque également le projet de Cité de la sécurité intérieure et la rénovation de l'immobilier pour les forces de gendarmerie et de police à Saint-Etienne, dossier ancien datant de 2004. Aussi, il souhaite connaître l'état d'avancement de ces différents dossiers et être informé des éléments de calendrier précis concernant le processus décisionnel et la mise en place opérationnelle de ces derniers.

M. Pascal Cherki attire l'attention de M. le ministre de l'intérieur sur les conditions de travail des fonctionnaires de police situés dans le 14ème arrondissement de Paris. La police nationale, pilier essentiel de notre République, fait l'objet d'un attachement profond de la part de nos concitoyens, renforcé par l'action exemplaire et courageuse de ses femmes et hommes durant et dans les jours qui ont suivi les événements tragiques vécus le 13 novembre 2015 à Saint-Denis et dans les 10ème et 11ème arrondissements. Les parisiennes et les parisiens connaissent ainsi le dévouement de tous les personnels. Dans le 14ème arrondissement, leur mission de service public est assurée dans des conditions matérielles difficiles. En effet, l'hôtel de police de l'avenue du Maine, d'une surface de 6 500 mètres carrés, édifié entre 1973 et 1979, abrite de nombreux services : le commissariat central du 14ème, la 3ème division de la direction de la police judiciaire, le 3ème district de la direction de l'ordre public et de la circulation ainsi qu'un centre de réception pour le dépôt et la délivrance de titres de séjour aux résidents étrangers. Près de 70 000 personnes le fréquentent chaque année. Or ce bâtiment ne cesse de se dégrader : ses locaux sont vétustes, notamment les parties recevant le public, telle que la salle d'attente des victimes, mais également tous les bureaux des fonctionnaires au SARIJ, au rez-de-chaussée et au premier étage. Les ascenseurs font l'objet de pannes trop fréquentes, ce qui est très problématique pour les personnes à mobilité réduite, mais aussi pour les policiers qui ont la responsabilité des personnes placées en garde à vue. La salle de repos des policiers n'en est pas une en termes de normes et les gardés à vue sont obligés de la traverser. L'exiguïté des lieux oblige par ailleurs les résidents étrangers à patienter dans une longue file d'attente à l'extérieur du bâtiment, quelque soit les conditions climatiques. Offrir à des fonctionnaires particulièrement investis dans leurs missions de service public des conditions de travail appropriées est une priorité. Il sait que le ministre partage cette préoccupation qui ne peut se réaliser sans un environnement de travail adapté, comme il l'a indiqué lors de sa visite du 24 octobre 2014. Aussi, peut-il lui apporter des indications sur le calendrier prévu pour la rénovation complète de l'hôtel de police du 14ème.

M. Lionnel Luca attire l'attention de M. le ministre de l'intérieur sur l'urgence à doter la commune de Saint-Laurent du Var d'un commissariat de police de plein exercice. Cette demande a été formulée le 27 février 2015 et rejetée le 20 mai 2015 au motif que les effectifs étaient suffisants. Les faits qui ont suivi sont malheureusement accablants : le 23 juillet 2015, fusillade mortelle ; le 19 octobre 2015, coups de feu faisant deux blessés graves ; le 3 novembre 2015, tirs d'intimidation dans la cité du point du jour qui est devenue, au fil des ans, une cité de non droit. La population, qui vit dans la terreur, réclame, par pétition interposée, que l'État assume le premier de ses devoirs, sa protection. Or, à ce jour, le très faible effectif du poste de police fermé la nuit ne permet pas de répondre à cette légitime attente des habitants de cette commune de 30 000 habitants. Il lui demande donc de bien vouloir s'engager à ce qu'un commissariat de plein exercice soit mis en place dans les meilleurs délais.
