Après l’alinéa 2, insérer les deux alinéas suivants : « 1° bis Après le premier alinéa, il est inséré un alinéa ainsi rédigé : « L’étude préalable comprend également une analyse de la compatibilité du projet avec l’objectif de zéro artificialisation nette des sols. Lorsque cette analyse met en évidence une incompatibilité du projet avec cet objectif ou avec la trajectoire de réduction de l’artificialisation des sols, l’autorité administrative compétente ou le représentant de l’État peut refuser l’autorisation du projet ou subordonner celle-ci à des modifications substantielles permettant d’en assurer la compatibilité. » ; »
