Après l’alinéa 4, insérer l’alinéa suivant : « Afin de favoriser l’installation de nouveaux exploitants agricoles et la transition agroécologique, l’État se donne comme objectif de réformer la Politique agricole commune et le Plan stratégique national, pour d’une part, garantir des prix rémunérateurs par une régulation renforcée des marchés, des prix et des volumes de production, et d’autre part, dans un contexte de prix agricoles rémunérateurs, transformer les subventions de la Politique agricole commune en engageant la sortie du système actuel d’aides à l’hectare pour aller vers un système fondé sur des contrats de transition agro-écologique rémunérés et sur des paiements pour services environnementaux et spécifiques, attribués par actif agricole. »
