Summary
I. – Après l’alinéa 54, insérer l’alinéa suivant : « Le montant annuel ainsi plafonné, destiné au financement des programmes pluriannuels des agences de l’eau, est apprécié sur la base d’une moyenne de trois exercices glissants, le premier pris en compte étant celui de 2019 qui correspond à la première année des programmes pluriannuels. » II. – Compléter cet article par l’alinéa suivant : « VII. – La perte de recettes pour l’État est compensée à due concurrence par la création d’une taxe additionnelle aux droits mentionnés aux articles 575 et 575 A du code général des impôts. »
