L’article 28 de la Constitution est ainsi modifié : 1° Au premier alinéa, les mots : « premier jour ouvrable d’octobre » sont remplacés par les mots : « dixième jour ouvrable de septembre » et le mot : « juin » est remplacé par le mot : « juillet » ; 2° La première phrase du deuxième alinéa est supprimée.
