L’article L. 515‑44 du code de l’environnement est complété par un alinéa ainsi rédigé : « Tout projet de nouvelles installations terrestres de production d’électricité utilisant l’énergie mécanique du vent ou l’agrandissement d’un parc déjà existant nécessite l’avis du comité national de la biodiversité mentionné à l’article L. 134‑1. Cet avis est motivé et rendu public. Tout avis négatif rend impossible la continuation du projet d’installation du nouveau parc éolien. »
