Summary

Avant le 1 er juillet 2025, le Gouvernement remet au Parlement un rapport détaillant l’impact des conventions fiscales internationales conclues notamment avec l’Arabie Saoudite, le Bahreïn, l’Égypte, les Émirats Arabes Unis, la Finlande, le Koweït, le Liban, Oman et le Qatar, ainsi que toute autre convention fiscale pertinente, sur les possibilités d’évitement de l’impôt. Ce rapport détaille les motifs qui ont conduit historiquement à l’établissement de ces conventions. Il analyse si ces conventions ont réellement produit les effets positifs escomptés et questionne leur pertinence dans l’environnement actuel. Il chiffre le manque à gagner pour les recettes publiques. Il évalue l’opportunité de réviser celles de ces conventions identifiées comme permettant l’évitement, légal ou illégal, de l’impôt.
