Après l’alinéa 10, insérer l’alinéa suivant : « Le pacte peut organiser les conditions de transfert éventuel, au Président de l’établissement public de coopération intercommunale à fiscalité propre, des pouvoirs de police spéciale attachés aux compétences transférées à l’établissement public de coopération intercommunale, sur tout ou partie des communes membres et sous réserve de l’approbation de chaque maire concerné. »
