Le chapitre VIII du titre VII du livre VII du code de justice administrative est complété par un article ainsi rédigé : « Art. L. 778-3. – Font l’objet d’une procédure préalable d’admission, dans les conditions précisées par voie réglementaire, les recours dirigés contre les autorisations et déclarations préalables prises en application du titre II du livre IV du code de l’urbanisme. « Les décisions définitives prises en application du premier alinéa du présent article sont susceptibles de recours en cassation devant le Conseil d’État, dans les conditions précisées par voie réglementaire. »
